1 ROSEVILLE PARKS AND RECREATION COMMISSION 2 MEETINGMINUTESFOR 3 June , 2020 6:30 p.m. 4 5 PRESENT: Arneson, Baggenstoss, Brown, Carlson, Dahlstrom, Heikkila,Hoag, 6 Lenhart, O’Brien, Stoner 7 ABSENT:Kim 8 STAFF:Brokke, Christensen, Johnson 9 10 1)INTRODUCTIONS 11 Chair Hoag introduced the virtual Zoom format for the meeting due to the Covid-19 pandemic. State 12 Law allows for an exception to in-person public meetings during pandemics to ensure the safety of 13 commissioners, staff and the public. The public was still encouraged to participate in the meeting 14 using the Zoom platform. 15 16 2)ROLL CALL/PUBLIC COMMENT 17 Roll Call: Arneson, Baggenstoss, Brown, Carlson, Dahlstrom, Heikkila, Hoag, Lenhart, O’Brien, 18 Stoner. 19 20 Chair Hoag called for public comment by members of the audience on any non-agenda items. No 21 one indicated a desire to speak. 22 23 3)APPROVAL OF MINUTES – MAY 5, 2020 MEETING 24 25 Commissioner O’Brien moved to approve the minutes. Commissioner Heikkila seconds. 26 27 Roll Call 28 Ayes: Arneson, Baggenstoss, Brown, Dahlstrom, Heikkila, Hoag, Lenhart, O’Brien, and Stoner. 29 Nays: None. 30 31 4)PARK DEDICATION REVIEW AND RECOMMENDATION – MIDLAND LEGACY 32 ESTATES - 2395 COUNTY ROAD B WEST 33 Both Chair Hoag and staff reviewed the role of the Parks and Recreation Commission in the Park 34 Dedication process. The role of the Commission is to review and make recommendations to the city 35 on Park Dedication matters only, namely whether to take land or cash to satisfy the requirement. 36 Staff reviewed the Park Dedication process: 37 38 Development application is submitted to the city 39 Referred to Parks and Recreation Commission for Park Dedication recommendation 40 Recommendation goes to the Planning Commission for their recommendation 41 Recommendations to the City Council 1
