Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: September 22, 2020 <br />Item Description: Recycling RFP Discussion <br />Background: <br />Item No: 6 <br />The City entered into a five-year comprehensive recycling agreement with Eureka Recycling <br />starting on January 1, 2017, and ending on December 31, 2021. <br />Staff started looking towards the next recycling contract, and has met with Ramsey County to <br />discuss the next steps. The high-level points of our current recycling contract are: <br />• Contractor owned carts. <br />• Every other week servicing for single unit dwellings, weekly servicing of multi -unit <br />dwellings, and a mix of weekly and bi-weekly servicing at our parks and trails. <br />• 80% revenue/risk share. <br />Questions to think about for discussion purposes: <br />• Should the City own the carts or should the contractor own the carts? Currently Eureka <br />owns the carts under our contract. There is grant money available to offset the cost of <br />purchasing recycling carts through Ramsey County. <br />• Do we extend our current contract 6 months to make a cart swap easier (if needed)? <br />• Do we extend our current contract? We have 2 one-year extensions available. <br />• Do we stay with every other week servicing, or move to weekly? <br />• Are there points in the last Request for Proposal (RFP) that you like/dislike? <br />• 3 or 5 year term? <br />• Continue with a revenue/risk share model, or not? <br />A tentative schedule for the RFP process is: <br />• Draft RFP for review and comment by January 2021 <br />• Final RFP for Council consideration by March 2021 <br />• Release of RFP in late March or early April 2021 <br />• Proposals due at end of April, early May 2021 <br />• Enter into agreement in September or October 2021 <br />
