C. Payment of Charges: Any prepayment or overpayment of charges maybe retained by the <br />City and applied on subsequent quarterly statements. (Ord. 407, 11-18-1963; 1990 Code) <br />D. Action to Collect Charges: Any amount due for water charges in excess of 90 days past due <br />shall be certified to the County Auditor for collection with real estate taxes. This <br />certification shall take place regardless of who applied for water services, whether it was the <br />owner, tenant or other person. All applications for water service shall contain an explanation <br />in clear language that unpaid water bills will be collected in real estate taxes in the following <br />year. The City shall also have the right to bring a civil action or other remedies to collect <br />unpaid charges. (Ord. 661, 3-13-1972) (Ord. 1383, 6-08-2009) <br />E. Penalty For Late Payment: Each quarterly billing for water service not paid when due shall <br />incur a penalty charge of ten percent of the amount past due. (1990 Code, per letter dated 1- <br />31-1997) <br />801.17: REPAIR OF LEAKS: <br />It shall be the responsibility of the consumer or owner to maintain the service pipe from the <br />water main into the house or building. In case of failure upon the part of any consumer or owner <br />to repair any leak occurring in such pipe within twenty four (24) hours after verbal or written <br />notice, the water will be shut off and will not be turned on until the leak is repaired. When the <br />waste of water is great, or when damage is likely to result from the leak, the water may be turned <br />off immediately pending repairs. Permit Required: Permits shall be required for the installation of all new air conditioning <br />systems to the public water system. Said permit shall be on forms as provided by the City. <br />B. Water Conserving and Regulating Devices: All air conditioning systems which are <br />connected directly or indirectly with the public water system must be equipped with water <br />conserving and water regulating devices as approved by the Public Works Director. (Ord. <br />388, 4-22-1963) <br />801.19: RESTRICTIONS AGAINST SPRINKLING AND OTHER <br />LIMITATIONS: <br />All water customers and consumers shall be governed by the applicable regulations promulgated <br />by the Board of Water Commissioners of the City of Saint Paul as to limitations in the time and <br />manner of using water and such other applicable regulations promulgated by the City Council <br />affecting the preservation, regulation and protection of the water supply. In case of fire, or alarm of fire, or in making repairs or <br />construction of new works, water may be shut off at any time and kept shut off as long as <br />necessary.
