2. The draft Engagement Best Practices prepared by the Human Rights Inclusion and <br />Engagement Commission <br />The City of Roseville has established thorough and comprehensive engagement as a high <br />priority. Recently, the HRIEC has presented city staff with a draft Best Practices Manual <br />to ensure high quality engagement when decisions are made. High quality engagement is <br />good for the community in that it: <br /> Ensures better decision making that more effectively responds to the needs <br />and priorities of the community. <br />Engages community members who are impacted by a problem in defining and <br />developing the solution. <br /> Engages the broader diversity of the community – especially those groups that <br />have traditionally been underrepresented in City decision making. <br /> Increases public understanding of and support for public policies and <br />programs. <br />To ensure effective community engagement, the Parks and Recreation Commission shall <br />establish a Community Engagement Plan prior to undertaking this project, including <br />defining specific engagement goals. <br />Possible strategies for successful community engagement, as noted in the draft HRIEC <br />Manual,may include: <br /> Define and target impacted groups <br /> Go where the people are (don’t expect the community to come to us) <br />o Meeting places <br />o Discover Your Parks <br />o Other ideas? <br /> Utilizing existing community assets/organizational structure for engagement <br /> Other creative ideas <br />Timeline: Initial discussion of the GARE and Engagement process will occur at the <br />October 6 meeting. Further input collected via questionnaire by October 13. Further <br />discussion or draft process may be presented at November 5 Parks and Recreation <br />Commission meeting to prepare for the joint meeting with the City Council. <br />3. Provide Awareness and Seek Guidance from the Roseville City Council <br />As the Parks and Recreation Commission is an advisory board, it is important that <br />Roseville City Council is aware and helps to guide the development and implementation <br />of any process regarding examination of the name of Pocahontas Park. <br /> <br />Timeline: A tentative joint meeting has been set for Monday, November 30 where the <br />Chair and Vice Chair would represent the Commission as panelists to share interest and <br />seek guidance. All other commission members will be attendees. <br /> <br />14 <br /> <br />
