1 ROSEVILLE PARKS AND RECREATION COMMISSION 2 MEETING MINUTES FOR 3 October 6,20206:30p.m. 4 5 PRESENT:Arneson, Baggenstoss,Brown,Carlson, Dahlstrom, Heikkila,Hoag, 6Lenhart, O’Brien,Stoner 7 ABSENT: Kim 8 STAFF: Brokke, Christensen, M. Johnson 9 10 1) INTRODUCTIONS 11Chair Hoag introduced the virtual Zoom format forthe meeting due to the COVID-19 pandemic. 12 State Law allows for an exception to in-person public meetings during pandemics to ensure the 13 safety of commissioners, staff and the public. The public was still encouraged to participate in the 14 meeting using the Zoom platform. 15 16 2) ROLL CALL/PUBLIC COMMENT 17 Roll Call Commissioners: Arneson, Baggenstoss, Brown, Carlson, Dahlstrom, Heikkila, Lenhart, 18 O’Brien, Hoag, and Stoner. 19 20 Chair Hoag called for public comment by members of the audience. No one indicated a desire to 21 speak. 22 23 3) APPROVAL OF MINUTES – SEPTEMBER 1, 2020 MEETING 24 25 Commissioner Baggenstoss moved to approve the minutes. Commissioner Lenhart seconds. 26 27 Roll Call 28 Ayes: Arneson, Baggenstoss, Brown, Dahlstrom, Heikkila, Hoag, Lenhart, O’Brien and Stoner. 29 Nays: None. 30 31 4) POCAHONTAS PARK NAME DISCUSSION 32 Staff provided the racial equity narrative that was adopted by the City Council and information from 33 the Government Alliance on Race and Equity (GARE) to the Commission. GARE is a national 34 alliance of Government entities making a commitment to achieving racial equity. Agencies who join 35 GARE commit to putting focus on normalizing racial equality by using their influence for change. 36 The city became a member of GARE in 2018. 37 38 The Racial Equity Tool Kit is used by GARE to articulate the process and its impacts prior to 39 implementing a change. Staff suggested that this tool be used to understand and analyze the 40PocahontasPark name projectand noted that they will be sending out a questionnaire related to the 1
