Visual surveys are being planned for parts of Brown, Carver, Noble, Olmsted, Scott and Sibley Counties in <br />January and February. <br />Regulatory <br />NOTICE: No Regulated Articles are legally allowed to move outside of a quarantine (untreated <br />or treated), unless they are accompanied by a certificate or limited permit. Certificates and <br />limited permits are only available when a compliance agreement is signed between the <br />Minnesota Department of Agriculture and the firm interested in moving the regulated article. <br /> Current Formal Quarantine <br /> 25 Counties are now under EAB Quarantine <br />o Two newest counties, Carver (September) and Sibley (September) <br />o Sibley County was discovered after a tree care professional noticed symptomatic ash trees when <br />working in the area. <br />o Carver County was discovered shortly after when MDA staff visited the area to visually assess the <br />infestation and collect EAB larvae for official identification. <br /> Compliance Agreement Holders <br />o 28 Active EAB Compliance Agreements <br />o Mitigation methods – Mulch, firewood, composting, lumber, safeguarding <br /> MDA Heat Treatment Certified means the company operates a kiln that has passed a rigorous inspection and <br />testing process and has successfully demonstrated the ability to heat their firewood to a minimum core <br /> <br />o Currently there are 8 MDA certified and 2 USDA certified firewood producers. <br />o USDA certified producers will be transferred to MDA after federal deregulation takes place on <br />1/14/2021. <br />o There are 3 new firewood producers that are considering becoming heat treatment certified in 2021. <br /> MDA Enforcement Actions: A $6,000.00 penalty has been paid by a firewood seller who was found in violation <br />of EAB quarantine transportation rules going back as far as 2018.
