Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: January 26, 2021 <br />Item Description: Recycling RFP Discussion <br />Background <br />Item No: 5 <br />The City entered into a five-year comprehensive recycling agreement with Eureka Recycling <br />starting on January 1, 2017, and ending on December 31, 2021. <br />Staff initially discussed this topic with the PWET Commission on September 22, 2020, to get <br />feedback on the 2016 Request for Proposal (RFP), and to determine what updates would be <br />beneficial to have a robust and equitable 2021 REP. Staff met with Ramsey County and Foth <br />Env. several times since September, and have a draft RFP for the PWETC to review and <br />comment on. The high-level updates to the RFP from the September meeting are: <br />• Added a section on Diversity, Equity, and Inclusion (DEI). <br />• Adjusted the scoring table to include a value for the DEI section, and modified other <br />scores appropriately. <br />• Created new attachments that use specific questions to better compare respondents, and <br />ensure the City is being provided the most helpful information for the REP. <br />• Contract term will be 3.5 or 5.5 years. The additional half year will get our neat contract <br />into June and any cart swaps will be easier. <br />• Reformatted the RFP and contract. <br />The City is looking at having respondents provide prices based on several scenarios: <br />• City vs. contractor owned cart <br />• Weekly vs. every -other -week servicing <br />• 3.5 vs. 5.5 year term <br />• Revenue share vs. no revenue share <br />A tentative schedule for the RFP process is: <br />• Draft RFP for review and comment by January 2021 <br />• Final RFP for Council consideration by February 22, 2021 <br />• Release of RFP in late February or early March 2021 <br />• Proposals due in late March 2021 <br />• Enter into agreement in June 2021 <br />
