The Annual Work Plan shall be approved by the City and the <br />Contractor by December 15 of the preceding year. <br />3.10 Outreach to Low Participating Communities <br />Contractor shall include in the Annual Work Plan specific descriptions of engagement efforts to <br />low participating communities. Specifically, the City seeks to engage immigrant, other ethnic <br />communities, and other people of color including Black and Indigenous re ' ents. <br />3.11 Outreach Using Electronic Communications <br />Contractor shall identify in the Annual Work Plan engagement efforts using electronic <br />communications, preferably a mobile app supported by the Contractor.
