<br />VILLAGE COUNCIL OF ROSEVILLE <br />Meeting,Tuesday August 19 1952 at 2.00 O'Clock P.M. <br /> <br />238 <br /> <br />The Village Council met on the above date with the following members present. <br />Carlson,Willmus.Membrez,ColIDor and Milner Carley Village Engineer. Haamersten absent <br />from the meeting, being bus.; taking registrations. r~o.Membrez acting Clerk. <br /> <br />Carlson moved, seconded by Connor that the reading of the minutes be postponed. Roll <br />call Ayes-(L) Nayes-(O). <br /> <br />Mrs Ward and Mrs Cook of Snelling Curve appeared about the smell created by the <br />dumping of dead chickens and innards on Mr.Houle's property on Pascal Ave. They also <br />complained about Richters garbage being thrown on the hill to feed the pigs. Connor <br />moved, seconded by Carlson to obtain the Attorney's øpinion regarding the feeding of <br />hogs in the open. Roll call Ayes-(L) Nayes-(O). <br /> <br />Cormor lIoved,seconded by Wi1lmus that the following recommendation as submitted by <br />Geo.Membrez be entered in the minutes in its present form and be considered at our next <br />regular meeting. <br /> <br />There are many petitions being presented to the Village Council <br />on matters of zoning,building code and anything else which may affect <br />materially the value or use of property adjoining the properties <br />involved in the petitions, that the appointment of five members at large, <br />residents of the Village be considered. This coaaittee of five(5) men <br />would be called the Roseville Planning commission. <br />This Collllission would hold public hearings as provided by Ordinances. <br />At such times when it i8 felt that the adjoining property O'W1lers within <br />250 feet would be materially affected by granting the petitions, these prop- <br />erty owners shall be properly notified with the understanding that flililure <br />of any property owners to receive a notice shall not affect the validity of <br />these proceedings. <br />The Planning ComMission after háving heard the public pro and con would <br />JUke their reco_endations to the Village Council. Roll call Ayes-(4) Nayes-t~O. <br /> <br />Willaus Jloved,seconded. by Cormor to condem the basement hOlle occupied by Raymond <br />Poole at 2100 No. lJale St. for use as a. residence and that the Clerk notify the Welfare <br />Board of our action. Roll call Ayes-(4) Nayes-(O). <br /> <br />Connor moved, seconded by Carlson that Carley submit recommendations of procedure in <br />the construction of driveways on streets of the Village and subliit at the next meeting. <br />Roll call Ayes-(4) Nayes-(O). <br /> <br />Me.brez moved, seconded by Connor to accept Shroyer and Ryan Ayes. from Fernwood to <br />Lexington Ave subject to final approval of the road overseer. <br /> <br />)leabrez moved, seconded by Carlson that lir Peterson ofl973 No. Lexington Ave. be <br />notified that no building perllits will be issued unless the boulevard is built the entire <br />length of his property which is ~proximately 660 feet along Ruan Ave. Roll call Ayes- <br />(4) Nayes-(O). <br /> <br />Will.us aoved,seconded by Carlson that Mr Bailey 2025 No. Lexington be notified <br />that no buildinj permits will be issued unless the boulevard is built the entire len~th <br />of the Bailey property along Shroyer which is approximately 666 feet. Roll cal¡ Ayes- <br />(4) Nayes-( 0). <br /> <br />Mr.Fabyanske and Mr.Nielson of 471 and 469 Minnesota Ave appeared about the water <br />crossing and washing into their driveways.Membrez moved,seconded by Connor to have <br />Carley make a study of the conditions and report at the next meeting. Roll call Ayes- <br />(4) Nayes-(O). <br />
