VILLAGE COUNCIL OF ROSEVILLE Meeting Taesday,Sept. 2,1952 at 2 O'Clock P.M. 241 The Village èouncil met on the above date with the follewing members present Carlson,Willmus,Membrez,Connor and HíØIIIlersten. Milner Carley Village Engineer and Ira Karon Village Attorney were also present. The Clerk read the minutes of the previous meeting and on motion by Membrez,seconded by Willmus they were approved as read. Roll call Ayes-(S) Ntiyes-(O). Discussion was held on Ryan Ave a.t Lexington along the Peterson property. Someone complained about Feterson taking black dirt off the road and putting it on his land. Peterson arrived and said the dirt had been pushed onto his land by the fellow grading the road. Peterson claimed the grading of the road made the water run into his yard. Carley said he would meet the Mayor at Lexington and Ryan the next morning at 9 0' Clock and go over the matter. The resolution submitted by Membrez at the last meeting was re-read and Membrez moved, seconded by Hæmersten that Karon prepare an ordinance to govern the propoàed Planning 1 Commission. Roll call Ayes-(S) Nayes-(O). - .. Mr. Soike of the Ziegler Co spoke for a few minutes about some road equipment that should be considered. Membrez moyed, seconded by Connor that we advertise for bids for a ~oad J9atro1 and Truck with the necessary attachments needed for the removal of snow as called for in specifications to be submitted by Carley,and bids to be opened on Tuesday Oct 7 at 2.00 P.M. Roll call Ayes-(S) Nayes-(O). Discussion was held on the drainage problem under consideration for some time. Carley :md Me.,brez were to meet and go over the land and the conditions to be encountered, and have a report at the next meeting. Mayor Connor brought up the question of our liability regarding the water in Midland Hills Golf Course area.! lot of water could cover the road in a hurry.He suggested that the control valve at Fulham St should be put in condition. The present valve is rusted shut. The clerk was asked to write to the County about the above mentioned valve to ascertain its purpose,md if the Village could shut it off to control the flow of water into the Village. and what the history of the valve was. Discussion was held on policing problems and the duties of the Constables. Karoa was asked to check on the duties of the Constables and what we could expect of them,and to bring back a report at the next meeting. We could then invite the constables in and discuss the problem with them Membrez moved, seconded by Connor that we authorize the grading of Beacon and Wheeler Str8ets according to Engineers specifications upon a signed agreement by the owners of the pr~erty to pay 300.00 toward the cost of the work to be done. Membrez m.ved,seconded by Cennor that the Clerk write the preperty owners abutting Ryan Aye. to appear at the Village Hall and sign the prepared easeaents so we can go ahead and grade the road. Roll call Ayes-(S) Nayes-(O). Carley was asked to check on the low spot in the Woodside area for drainage. Meabrez moved}seconded by Connor that :Air ~lstad of Verde Haven be given pendssion to construct curbing on Asbury st according to Engi~eer's specifications. Roll call Ayes-(S) Nayes-(O).
