<br />VILLAGE COUNCIL OF ROSEVILLE <br />Continued Meeting,Tuesday Eve. September 23 1952 7.00 P.M. <br /> <br />246 <br /> <br />The Village Council met on the above date as a continueð session of Tuesday Sept.16 <br />with the following members present. Carlson,Willmus, Membrez,Connor anfi Hammersten. <br />Milner Carley Village engineer was also present. <br /> <br />Carley presented a compilation of the bids on the catch basins to be installed, <br />The bid of Frank Serratore was the lowest being $4488.40 but Carley stated the average <br />depth of the basins would be around three feet and after deducting the alternate figures <br />the bid would run about 2584.00. therefor Membrez moved,seconßed by Hammersten that <br />~Tank Serratore Itl43 East Seventh St. St.faul be awarded the job of installing the <br />catch basins at the locations designated by the Village Engineer. Roll call Ayes-(5) <br />Nayes-( 0). <br /> <br />The clerk reported that Clinton Ratfield wanted to know if he could go ahead with <br />his proposed new building site. Membrez moved, seconded by Connor that Clinton Ratfield <br />be allowed to start construction of the homes on the Stolp property on the condition <br />that a check for $1000.00 be deposited with the ~illage Clerk to cover the cost of the <br />roarl construction, and that the grade be established and grade stakes placed. Grading to <br />be completed on or before November 30th 1952. Roll call Ayes-(5) Nayes-(O). <br /> <br />Discussion was held on the additional cost of the Hurias ditch and additional <br />assessments to the people involved. After a lot of figuring an the added cost to the <br />Village,Membrez moved, seconded by Carlson that we authorize the Mayor to sign the <br />necessary papers calling for an increase of 350.00 to be paid by the Village,for the <br />ditch known as Extention to Lateral No.1 of Ditch No.4 in Ramsey County upon obtaining <br />the signatures of the private property owners first. RoD. call Ayes-(5) Nayes-(O). <br /> <br />Membrez reported on the meeting that he and Karon and Mayor Connor haß with the <br />Northern states Power Co regardinga franchise,saying they could not give us a franchise <br />of 5% because we were still a Village.If it were granted, the cost would be passed on to <br />the residents of the Village to an amount of 40 or 50¢ which could be earmarked for <br />street lights. <br /> <br />Membrez moved, seconded by Hammersten that an architect be employed tb check on the <br />old Village hall and find out how it could be fixed up. Roll call A.,ves-(5) Nayes-(O). <br /> <br />The letter from Dr. Carroll was read asking what was to be done with the property <br />across the street from them.
