Member Spencer moved, Member Huiett seconded, approval of the November <br />24, 2020 meeting minutes as amended. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />4. Communication Items <br />City Engineer Jesse Freihammer provided a brief review and update on projects <br />and maintenance activities listed in the staff report dated January 26, 2021. <br />Environmental Specialist Ryan Johnson updated the Commission on Partners in <br />Energy. <br />Member Spencer asked if the meetings Mr. Johnson has attended for Partners in <br />Energy has been recorded or if any notes have been taken. <br />Mr. Johnson thought the meetings were recorded along with notes in order to be <br />able to go back and review them. He noted the City does not have the videos, but <br />he thought he could get them if needed. <br />Chair Wozniak explained the City Council approved the 2021 utility rates and <br />chose option one for the water utility rates, which was not the option the PWETC <br />recommended, it was the recommendation from the Finance Commission. <br />Mr. Culver explained the consultant recommended option one and he had asked for <br />option two to be formulated. <br />Chair Wozniak indicated there were some emails Mr. Culver and he responded to <br />regarding the Met Council' Bus Rapid Transit Line. He indicated the Met Council <br />had a survey about different transit lines. He noted the survey is closed and this is <br />a work in progress. <br />Chair Wozniak noted he received a letter from the City to start his siphon, so he <br />does not have frozen water pipes this winter. He explained he receives this from <br />the City every year. <br />Mr. Culver explained the Ramsey/Washington/Metro Water District Citizen <br />Advisory has some openings if anyone in the City is interested. He noted there is <br />information on this in the PWETC packet and on the City website. <br />Member Joyce indicated at the last City Council meeting he noticed the Youth <br />Commissioners will not be able to vote on the Commissions, it was not approved. <br />Page 2 of 7 <br />
