Public Comment Invited <br /> <br />3. Approval of Minutes of the March 2, 2021 Meeting Minutes <br />Enclosed is a copy of the minutes of March 2, 2021. Please be prepared to approve or <br />amend. <br />Requested Commission Action: Approve/amend meeting minutes of March 2, 2021. <br /> <br />4. Introduction and Oath of Office for New Commission Members <br />Included in your packet is an Oath of Office for new commission members Leah Ybarra and <br />Nick Boulton. Chair Hoag will officially swear them in as the first agenda item of the <br />meeting. Thank you for your willingness to serve the community. <br />Requested Commission Action: Swearing in, welcome and thank you for willingness and <br />interest to serve. Introduction of all commissioners. <br /> <br />5. Park Dedication Ordinance Analysis Discussion <br />At the January joint meeting with the City Council, they requested a review of the Park <br />Dedication Ordinances of neighboring communities to see what is being done or can be <br />done differently in Roseville in order to be able to capture park dedication on developments <br />that significantly impact the city’s park and recreation system. This request was made <br />because there have been several recent high-density residential developments that have <br />occurred that did not contribute park dedication under the current ordinance. <br /> <br />State law allows cities to have a Park Dedication Ordinance (please see current enclosed <br />ordinance) in their subdivision code whereby land, cash or a combination of such can be <br />required to help satisfy plans for recreational facilities, open space and address the new <br />needs that the development creates. To have a Park Dedication Ordinance, cities must <br />have a Parks and Recreation System Master Plan, a Parks and Recreation Section in the <br />City Comprehensible Plan and a Capital Improvement Plan of which Roseville’s is robust. <br /> <br />To conduct this analysis, staff reviewed numerous neighboring community ordinances and <br />followed up with the staff from those cities. A summary information chart of some of those <br />ordinances that appear different from Roseville’s is included in your packet. <br /> <br />With this preliminary analysis, it appears as though other communities are able to capture <br />park dedication on these types of developments that we have not been. It still needs to be <br />sorted out from a legal perspective but at this point for discussion, included in your packet <br />is the current ordinance with potential struck and added in red language that may allow <br />Roseville to better maximize park dedication on a greater number of these impactful <br />developments. <br /> <br />
