Roseville Public Works, Environment and Transportation Commission Agenda Item Date: May 25, 2021 Item Description: Review of Recycling Proposals Background Item No: 7 In 2016, the City of Roseville entered into a five-year comprehensive recycling agreement with Eureka Recycling starting on January 1, 2017, and ending on December 31, 2021. Staff initially discussed this topic with the PWET Commission on September 22, 2020, to get feedback on the 2016 Request for Proposal (RFP), and to determine what updates would be beneficial to have a robust and equitable 2021 REP. Staff met with Ramsey County and Foth Env. several times since September, and presented a draft RFP for the PWETC to review and comment on. The high-level updates to the RFP from the previous version were: • Added a section on Diversity, Equity, and Inclusion (DEI). • Adjusted the scoring table to include a value for the DEI section, and modified other scores appropriately. • Created new attachments that use specific questions to better compare respondents, and ensure the City is being provided the most helpful information for the REP. • Contract term will be 3.5 or 5.5 years. The additional half year will get our neat contract into June and any cart swaps will be easier. • Reformatted the RFP and contract. After review by the City Council in February, City staff released a Request for Proposals and notified the known recycling contractors in the region and posted the RFP as required. The RFP asked respondents to provide prices based on several scenarios: • City vs. contractor owned cart • Weekly vs. every -other -week servicing • 3.5 vs. 5.5 year term • Revenue share vs. no revenue share The City had four contractors attend the mandatory pre -proposal meeting; however, we only received two proposals for our neat Recycling contract. Those proposals were from Eureka Recycling and Walters Recycling and Refuse.
