The participation study spans six collection weeks. Each time the truck tips a cart, that collection <br />is recorded for that specific address. This data allows us to analyze all collection during a <br />specific study period, The percentage of all addresses in each day's routes that register a cart tip <br />in a given week is recorded as that week's set out rate, which is then averaged over the course of <br />the study. <br />The reports are then sorted by address and duplicates are removed for households that set out <br />more than once during the study period. The remaining list of addresses represents all <br />households that participated in recycling at least once during the study, to arrive at the <br />participation rate for the city. <br />Recvclables Marketing Plan <br />What is your plan to address the fluctuating market prices for Recyclables? <br />Over the years Eureka Recycling has always focused on quality and prioritized local markets <br />when possible. In 2020 82% of our material was sold to markets in Minnesota, 93% to markets <br />in the Midwest and 100% to markets in North America. As a result we have a strong relationship <br />with the WestRock Mill in Saint Paul for our paper grades and have a long term contract. We <br />have a supply agreement with an additional paper market and strong relationships with other <br />paper markets. We therefore have not had challenges in selling material despite the challenges of <br />over -supply in the marketplace in the US due to the China National Sword policy. We have a <br />culture of continuous process improvement and are always reviewing how our facility runs and <br />what we can do to maintain high quality. This has resulted in a reputation for quality material <br />and responsiveness that has ensured strong relationships with markets. Because of our <br />continuous process improvement philosophy, we utilize a range of qualitative and quantitative <br />data to bring together our operations team on a daily and weekly basis to review how the plant is <br />running to meet efficiency goals and quality targets for our sorted material. Because of our <br />operational philosophy and the long-term relationships we have with markets, we have not had to <br />make any major changes to our operations to respond to National Sword. For example, we <br />already had fiber grades that had low contamination. We also have never created 3-7 plastic <br />bales or accepted all 3-7 plastics due to long-term concerns about the viability of that grade. <br />Instead, we sort and market a Tubs and Lids grade for #5 and #4 plastics. This has led to us <br />continuing to be able to sell our loads of plastic. <br />➢ Keeping Local Assets: Eureka Recycling's roots are in the community, which keep us <br />accountable to the needs of our community. Research by organizations such as the <br />Institute for Local Self Reliance shows that locally owned businesses and organizations <br />keep more dollars in the local economy. By managing recyclables with a local, <br />community -based company, about $ .68 of each dollar stays in the community to boost <br />local economic activity, employment, and ultimately, tax revenue. With multi -national <br />companies, less than $.30 of each dollar stays local. We market over 85% of our paper to <br />the Saint Paul paper mill, WestRock (formally RockTenn), which uses 100% recycled <br />paper to make new paper and has been in operation in Saint Paul for nearly 100 years, <br />supplying over 300 people high -paying union jobs. A cereal box set at the curb for <br />recycling in Roseville is recycled and made into a new cereal box in Saint Paul and is <br />then back on grocery store shelves in approximately 3 to 6 weeks.
