<br />VILLAGE COUNCIL OF ROSEVII,LE <br />Special Meeting Monday Eve. June 29, 1953 at 7:30 P.M. <br /> <br />The Village Council met en the above date with the following members <br />present: Willmus, Carlson, Connor and Hammersten. <br /> <br />The Clerk read the estimate on Roma Ave. as prepared by the Engineer. <br />Willmus moved, seconded by Carlson, that we accept the plans and specil'ica- <br />tion~ for Ro~~ Avo. Roll call Ayes-(4) Nayes-(O). <br /> <br />Connor moved, seconded by Willmus, that we advertise for bids for the <br />improvement of' Roma Ave. from the West line of Fernwood to the East line of <br />Dunlap and that the bids be opened at a special meetin€:, to }:)e held July 14 <br />at 2:00 F.M. and public he;:Ting be held July 21, 19)3 at 2:00 P.M. Roll <br />caB Ayes-(4) Nayes-(O). <br /> <br />Mr. Knute Haglund, a resident of the Village, appeared at the invita.... <br />tion of the Clerk to discuss the position of Plumbing Inspector. The CJ.erk <br />estimated that approxirn"l.tely 400 home~ will be built this year at $5.00 <br />per inspection. It was thought we should split 2/3 to the Iru::pector 3I1d <br />1/3 to the Village. <br /> <br />Willmu~ moved, seconded by Carlson, t hat we appoint Kl1ute H2.¡;lund a1:; <br />?lumbing Inspector and we pay him 2/3 of the permit fee and we rE:;tain 1/3 <br />of the fee. Roll call Ayes-(~) Nayes-(O). <br /> <br />It was agreed that a 2" vent would be large enough for a secondary <br />vent. <br /> <br />The twc Justices of the Peace arrived to discuss the possibility of <br />setting up a Police Dept., possibly have two ",ore men to assist the const- <br />ables and divide the Village in four sections (one man to ench section) <br />and frow. that we could bllild a permanent police department. Carlson <br />mentioned some of the things he has observed at Josephine Beach where the <br />l10thers take the children into the beach then come ~ack and find a parking <br />tag on their car. These people de not violate intentiona¡ly and the <br />Sheriffs have used good judgment in that respect. <br /> <br />Judge Lebens explained the Sheriff Dept. set-up as used in Falcon <br />Heights at this time and the experience had in the past over there with <br />a former set-up of their own, which brought nothing but complaints. <br />Lauderdale has a good set-u~ at this time with an experienced man who <br />has had sonæ schooling. Lebens stated that all arrests made by the <br />Sheriffs, the fines go to the County. All arrests maèe by t.he State <br />officers, the fines go to the State Misc. Fund. All arrests by the Const- <br />ables, the fines go to the Village. Lebens thought if we made arrangements <br />with the Sheriffs Dept. for policing with his experienced men, we wODld òe <br />better off. <br /> <br />There was considerable discussion on work the constables had been <br />dOing, but no reports have been received at the Village office on the <br />work done by Constable Hansen. The Clerk W&S asked to write to Ernie <br />Hansen and have him report all cases that he has been involved in anò to <br />notify him that no mileage will be paid for this work unlees reports are <br />turned in to the office. <br /> <br />349 <br /> <br />Improvement <br />of Roma <br /> <br />Plumbing <br />Insp. <br /> <br />Police <br />Dept. <br />
