<br />VILLAGE COUNCIL OF ROSEVILLE <br />Special Meeting Monday July 27, 1953 at 1:00 P.M. <br /> <br />The Village Council met on the above date in special session with <br />the following members present: Carlson, Membrez, Connor, and HaDl11ersten. <br />Absent: Willmus. <br /> <br />Mayor Connor called the meeting to order at 1:10 P.M. for the pur- <br />pose of discussing the proposed gas franchise ordinance. <br /> <br />Membrez stated be was satisfied with the franchise as proposed with <br />one or two exceptions. <br /> <br />Hammersten reported that he has calls ever,y day from residents asking <br />when the gas is coming in and that they are willing to p~ the rates <br />charged, which are cheaper than oil. <br /> <br />Mr. Tretter arrived and explained the Power Co. set-up and how compet- <br />ition, supply and demand will control the rate structure. This form up for <br />consideration is in reality an operating permit and is submitted for the <br />purpose of using the streets and alleys in Roseville and is not binding for <br />any number of years. The courts have said no contract could be made for <br />20 years as explained by our Village Attorney at a previous meeting. <br /> <br />Mr. Tretter said No. St. Paul accepted the same rates as proposed to <br />us, and they are on file at the No. St. Paul Village office, and tbe pipe <br />is being bid on the streets now. <br /> <br />The Northern States Power Co. has not overcharged on their electric <br />rates and do not propose to do it on the gas if put in the Village. <br /> <br />To crystallize the meeting, Connor moved, seconded by Hammersten, that <br />we adopt Ordinance No. 160, being an ordinance granting Northern States <br />Power Co. permission to erect a gas plant and use Village streets and alleys <br />and public grounds of said Village.
