<br />Continued Page 4. <br /> <br />Mr. Karon presented an opinion from the At.torney General that had <br />been requested in regard to the Electrical Inspector's rights in the <br />Village. It stated that the Inspector can hold another job, but also <br />that the State Board of Electricity has the right to make inspections <br />in the Village of Roseville if application is made directly to the <br />State Board for such inspection. <br /> <br />It WélS decided to make a test case of this opinion on a violation <br />which occurred in September, 1952. Mr. S~lverda will contact Mr. K~ron <br />on the details of this case. <br /> <br />Mr. Birger Olson appeared concerning the stre~t lights in May- <br />flower Park and also wished to invite the Mayor and th~ Council to the <br />next meeting of the MayIlower Park Ass'n. on Thursday evening, Sept. 10, <br />at 8 o'clock. <br /> <br />Letter from the Ramsey County Library Board was read, asking if the <br />space for the bookmobile in the Municipal Bldg. garage could be used <br />immediately. They also requested a key to the Library Bldg. for the <br />use of the staff jn arranging ~helves, etc. Clerk instructed to 'W1"ite <br />them that the garage space and the key will be available immediately. <br /> <br />Membrez moved, Connor seconded, that the electrical work at the <br />Old Village Hall be awarded to the low bidder, St. Paul Electric Co., <br />providing the bid meets the specifications as set fort,h by the Engineer. <br /> <br />A petition from Nicholas and Anna Lebens was read. The County <br />assessors have changed the classification of their land from Farm Resi- <br />dence to Residential A. The property to the West is zoned Business, <br />and they would like their property also zoned Business. They are now <br />operating a business under a non-conforming use. Clerk instructed to <br />write Mr. Lebena explaining what has to be done for a prop~r petition <br />and enclosing the necessary forms, with Abstract Certificate. <br /> <br />Willmus moved, Connor seconded, that Vernon Schmidt be appointed <br />ROéld Foreman at a salary of $350.00 as of Sept~mber 1, 1953. Roll <br />Call Ayes-(4) Nayes-(O). <br /> <br />Connor moved, Carlson seconded, that the motion made on Aug. 18, <br />1953 regarding mileage payments be amended t.o exclude alJ employees <br />except the Village Clerk and the Road Foreman~ Roll call Ayes-(LI) <br />Nayes-(O). <br /> <br />Discussion on ba~is of reimbursement for Thos. Schifsky in use <br />of Dog Pound. Connor moved, Membrez seconded, that Carlson and Bahne- <br />mann see Schifslr,y and suggest a rate for the c~re and disposal of dogs. <br />The report will be submitted at the next meeting for action of the <br />Council. It was ~_so suggested that duplicate records of such care <br />be kept by Bahnemann and Schifsky. <br /> <br />Membrcz moved, Willmus seconded, that the bill from Constable <br />Nelson and the following bills be paid: <br /> <br />378 <br /> <br />State <br />At.ty.
