Village -Council of H.oseville
Continued meeting, Tuesday, October 13, 1953, at 7:00 P.M.

The Village Council met on the above date with the following members
present: Carlson, WWillmus, Membrez, Gonnor, Hammersten, Milner Carley,
Village Engineer, was also present. (Hammersten tardy).

The meeting was called to order by M~or Connor at 7:15 P.M. Carley
presented a letter about Ruggles St. ~nich is now being constructed and
the owners have deposited their share of the money for gravel. Willmus
moved, seconded by Carlson, that we accept Ruggles St. from Lexington to
Fernwood. Roll call Ayes-(4) Nayes-(O).

395

Ruggles St.

Engineer Carley recommended that Tatum St. from Roselawn to Ryan be Tatum St.
accepted on condition Mr. Roberts deposit $200.00 for gravel. Carlson
moved, seconded by Willmus, that Tatum St. be accepted on the above conditions.
Roll call Ayes-(4) Nayes-(O).

It was suggested we write the Northern States Power Co. asking them to pay
the Village $925.00 for oiling and sanding streets (Carley to furnish list
of roads). Connor moved, seconded by Wl1lmus, that we concur with the
Engineer's request. Roll call Ayes-(4) Nayes-(O).

Mr. and Mrs. Mankowski who are building a home at 2074 N. Cleveland Avenue
appeared before the Council regarding a change in set back on Lot 16,
Sunset View Addition. Hammersten reported that Mrs. Gill, who took out the
permit, stated the house was to face Cleveland and some neighbors are
complainingabout being too close to Eldridge. After a lot of discussion,
Willmus moved, seconded by Carlson, that Mr. Mankowski go ahead and
complete the house and garage providing that no part of the building be
built closer than 20 feet to Eldridge. Roll call Ayes-(5) Nayes-(O).

Discussion was held on set backs and how to control it on corner lots.
Willmus suggested we request people to deed restrict their property.

Tony Schmidt said we have not had too much trouble on the above score and
the case in question was an exception.

Haglund spoke about the regulation saying no waste carryb.g nipe can be
closer to water pipes than 20 feet and that he has been asked to sign FHA
papers accordingly which he knows cannot be done in a lot of cases on
account of the small homes. He also told of a contaminated well that he
had looked at on r'ernwood near County ~i.oad "B".

The question of making changes in the Building Code was brought up and
Carley told of the original drafting of same by the committee years ago
and the criticism they received at that time. Fault was found with
practically every paragraph. Carley has prepared a typewritten copy of
our code leaving spaces under each paragraph for the changes the
committee feels should be incorporated. Several changes were suggested
by various members and it was suggested a committee consisting of Connor,
Carley, Schmidt and Haglund go over the code and make their recommendations
to the council at a later meeting.

Surface water drainage was discussed. Willmus told of how the water used
to run from Fernwood and Burke then to Skillman and stood in a low spot
back of the St. Rose Church; then it continued down to Shryer and Draper
Streets to a low spot which has now been filled in by Ray

I
Bill NSP Co.
for street
repairs.

2074 N.
Cleveland

Set backs

Building
Code chan ges

Surface
water
Drainage
