CHAPTER 1008 PARK AND RECREATION DISTRICT 2171 <br />SECTION: 2172 <br />1008.01: Statement of Purpose 2173 <br />1008.02: Design Standards 2174 <br />1008.03: Table of Allowed Uses 2175 <br />(Ord. 1405, 2-28-2011) 2176 <br />1008.01: STATEMENT OF PURPOSE 2177 <br />Park and Recreation District apply to public and private lands oriented toward active and/or passive 2178 <br />recreational opportunities that are predominantly outdoors. The purpose of the Parks and Recreation 2179 <br />district is to establish regulations that will support the natural and manufactured amenities identified in the 2180 <br />Roseville Parks and Recreation System Master Plan and Ramsey County Parks and Recreation System 2181 <br />Plan, to facilitate high quality recreational experiences elsewhere, and to ensure that such recreational 2182 <br />structures and activities are located and arranged so as to minimize potential negative and maximize 2183 <br />positive impacts to surrounding properties. 2184 <br />1008.02: DESIGN STANDARDS 2185 <br />The following standards shall apply to all new roofed and enclosed buildings and major expansions of 2186 <br />similar existing buildings (i.e., expansions that constitute 50% or more of building floor area) in the 2187 <br />recreation district. Design standards apply only to the portion of the building or site that is undergoing 2188 <br />alteration. (Ord.1405, 2-28-2011) 2189 <br />A. Vertical Facade Articulation: Buildings shall be designed with a base and a top, created by variations 2190 <br />in detailing, color, and materials. 2191 <br />1. The base of the building should include elements that relate to the human scale, including doors 2192 <br />and windows, texture, projections, awnings, and canopies. 2193 <br />2. Articulated building tops may include varied rooflines, cornice detailing, dormers, gable ends, 2194 <br />stepbacks of upper stories, and similar methods. 2195 <br />B. Horizontal Facade Articulation: Facades greater than 40 feet in length shall be visually articulated 2196 <br />into smaller intervals of 20 to 40 feet by one or a combination of the following techniques: 2197 <br />1. Stepping back or extending forward a portion of the facade; 2198 <br />2. Variations in texture, materials or details; or 2199 <br />3. Placement of doors, windows, and balconies. 2200 <br />C. Materials: All exterior wall finishes on any building must be one or a combination of the following 2201 <br />materials: wood lapsiding or shakes (preferably cedar), face brick, natural or cultured stone, pre-2202 <br />colored or factory stained or stained on site textured pre-cast concrete panels, textured concrete block, 2203 <br />stucco, glass, fiberglass or similar materials. In addition to the above materials, accent materials, not 2204 <br />exceeding 10% of any exterior building elevation, may include pre-finished metal, cor-ten steel, 2205
