d. Recreation Areas: All manufactured home parks shall have one or more recreational areas 2493 <br />which shall be easily accessible to all park residents. Recreational areas shall be so located so 2494 <br />as to be free of traffic hazards and should, where the topography permits, be centrally located. 2495 <br />The size of such recreational area shall be a minimum of 10% of the land area of the 2496 <br />manufactured home park. All equipment installed in such area shall be owned and maintained 2497 <br />by the owner or operator of the manufactured home park at the owner or operator's expense. 2498 <br />e. Landscaping: All areas shall be landscaped in accordance with a landscaping plan approved 2499 <br />by the Community Development Department. The following minimum landscaping 2500 <br />requirements shall be maintained in all manufactured home parks: 2501 <br />i. Each lot shall be properly landscaped with at least one tree and hedge. All yards shall be 2502 <br />sodded or planted in grass. There shall be a minimum of 20 trees per gross acre in all 2503 <br />areas of a manufactured home park. Trees, grass, and landscape materials shall be 2504 <br />properly maintained and replaced, as necessary, to conform to the approved landscape 2505 <br />plans and specifications. 2506 <br />ii. A visual screen, consisting of a compact hedge, redwood fence, coniferous trees or other 2507 <br />landscape or fencing materials approved by the Community Development Department 2508 <br />shall be installed and maintained around the periphery of the manufactured home park to 2509 <br />substantially inhibit eye level vision from the exterior and shall be kept free of rubbish, 2510 <br />debris, and weeds. 2511 <br />f. Storm Shelter: A storm shelter structure capable of housing all of the occupants of the 2512 <br />manufactured home park shall be constructed in a central location. Such structure shall be of 2513 <br />an all masonry construction capable of withstanding 75-mile-perhour winds. Such structure 2514 <br />may also house other common facilities such as vending machines, laundry equipment, and 2515 <br />ancillary utilities. The design of such structure shall be approved by the Community 2516 <br />Development Department. 2517 <br />g. Manufactured Home Stands: Each lot for a manufactured home shall have an area of 2518 <br />reinforced concrete 4 inches in depth, of adequate size to accommodate each manufactured 2519 <br />home unit. The stand shall not heave, shift, or settle unevenly under the weight of a 2520 <br />manufactured home due to frost action, inadequate drainage, vibration, or other forces acting 2521 <br />on the structure. Anchors or tie downs shall be cast in place at a maximum separation of 12 2522 <br />feet on center and be capable of sustaining a minimum pull of 4,800 pounds per anchor. 2523 <br />h. Skirting: All manufactured home units shall have skirts around the entire manufactured home 2524 <br />made of plastic, fiberglass, or other comparable, noncombustible material approved by the 2525 <br />Community Development Department and shall be of a permanent color or painted to match 2526 <br />the skirted manufactured home so as to enhance the general appearance of the home. 2527 <br />i. Storage Building: A structure shall be provided on the premises to accommodate storable 2528 <br />items of manufactured home occupants providing at least fifteen square feet of storage area 2529 <br />per manufactured home unit in the manufactured home court. Such storage spaces shall be 2530 <br />designed and maintained to provide secure storage for each manufactured home unit; the 2531 <br />design shall be subject to approval of the Community Development Department. 2532 <br />23.
