equivalent tree replacement as if a tree preservation plan had been submitted prior to removal. 3691 <br />Pre-application tree removal shall be considered removed within two years of application. Any 3692 <br />costs to estimate the removal may be charged to the applicant. Said determinations may be 3693 <br />appealed to the Board of Adjustment and Appeals under Section 1009.08 of this Title. 3694 <br />3. Activities subject to the provisions of Chapter 1017, Shoreland, Wetland, and Storm Wastewater 3695 <br />Management, may require tree preservation beyond that which is required by this section. In all 3696 <br />such instances, the more restrictive preservation standard shall apply. 3697 <br />4. In all instances in which submissions by a degreed forester or certified arborist are required, such 3698 <br />submissions shall be reviewed and approved by City Staff or contractors with equivalent 3699 <br />credentials. 3700 <br />C. Exemptions. The following activities are exempt from the requirements of this section: 3701 <br />1. Tree removal related to city public improvements projects or repairs; 3702 <br />2. Emergency removal of a tree or trees to protect public health 3703 <br />D. Trees Required to be Inventoried. All deciduous trees measuring a minimum of six (6) inches at 3704 <br />Diameter Breast Height (DBH), and all coniferous trees that are twelve (12) feet or more in height, 3705 <br />shall be identified on the tree preservation plan sets required by this section. 3706 <br />E. Tree Classifications. All trees required to be inventoried shall be assigned a classification as follows: 3707 <br />1. Heritage Trees: 3708 <br />a. All deciduous trees measuring equal to or greater than twenty-seven (27) inches at DBH, and 3709 <br />all coniferous trees measuring equal to or greater than fifty (50) feet in height. 3710 <br />b. A smaller tree can be considered a heritage tree if: 3711 <br />i. A degreed forester or certified arborist determines it is a rare or unusual species or of 3712 <br />exceptional quality, or 3713 <br />ii. If it is specifically used by a developer as a focal point in a development project, and the 3714 <br />Community Development Department concurs with the designation given the tree’s 3715 <br />location, species, and/or likelihood to become a prominent feature of the development. 3716 <br />2. Significant Trees: 3717 <br />a. All deciduous trees with DBH measurements of twelve (12) inches or greater, but less than 3718 <br />twenty-seven (27) inches. 3719 <br />b. All coniferous trees that are twenty-five (25) feet or greater, but less than fifty- (50) feet in 3720 <br />height. 3721 <br />3. Common Trees: 3722 <br />a. All deciduous trees with DBH measurements of six (6) inches or greater, but less than twelve 3723 <br />(12) inches. 3724 <br />b. All coniferous trees that are twelve (12) feet tall or greater, but less than twenty- five (25) feet 3725 <br />in height. 3726
