Purpose: The purpose of this Section is to provide for the installation of essential services in a manner 4170 <br />that does not adversely affect the public health, safety, or welfare. 4171 <br />B. Essential Services Allowed by Permit: The following essential services, when installed primarily for 4172 <br />the use of City residents, shall only require a permit from the City Engineer: 4173 <br />1. All communication lines. 4174 <br />2. Underground electrical transmission lines, overhead utility lines, and electrical transmission lines 4175 <br />intended to serve properties within the City. 4176 <br />3. Pipelines for distribution to individual properties within the City. 4177 <br />4. Electrical substations with less than 33 KV. 4178 <br />5. Radio receivers and transmitters accessory to an essential service, when placed on an existing 4179 <br />utility pole, tower, or light standard. 4180 <br />1011.10: SOLAR ENERGY SYSTEMS IN ALL DISTRICTS: 4181 <br />A. Solar energy systems are allowed as accessory uses in all zoning classifications where structures of 4182 <br />any sort are allowed. 4183 <br />B. Active solar energy systems shall be allowed as accessory uses in all zoning classifications where 4184 <br />structures of any sort are allowed, subject to certain requirements as set forth below: 4185 <br />1. Height: Active solar systems must meet the following height requirements: 4186 <br />a. Building- or roof- mounted solar energy systems shall not exceed the maximum allowed 4187 <br />building height in any zoning district. For purposes for height measurement, solar energy 4188 <br />systems other than building-integrated systems shall be considered to be mechanical devices 4189 <br />and are restricted consistent with other such mechanical devices. 4190 <br />b. Ground- or pole-mounted solar energy systems shall not exceed 15 feet in height when 4191 <br />oriented at maximum tilt. 4192 <br />2. Setback: Active solar energy systems must meet the accessory structure setback for the zoning 4193 <br />district and primary land use associated with the lot on which the system is located. 4194 <br />a. Roof-mounted Systems: Consistent with the required building setback, the collector surface 4195 <br />and mounting devices for roof-mounted solar systems shall not extend beyond the exterior 4196 <br />perimeter of the building on which the system is mounted or built. Exterior piping for solar 4197 <br />hot water systems shall be allowed to extend beyond the perimeter of the building on a side 4198 <br />yard exposure. 4199
