1001.07: RULES OF CONSTRUCTION 102 <br />In construing this Title, the following rules of construction shall govern: 103 <br />A. The use of the phrase “used for” shall include the phrases “designed for,” “intended for,” “improved 104 <br />for,” “maintained for,” “offered for,” and “occupied for.” 105 <br />B. Words and phrases shall be construed according to rules of grammar and according to their common 106 <br />and accepted usage; but technical words and phrases and such others as have acquired a special 107 <br />meaning, or are defined in this Chapter, shall be construed according to such special meaning or their 108 <br />definition. 109 <br />C. References in this Chapter to this Title or to another Code provision, whether or not be a specific 110 <br />number, shall mean this Section, and the referred to Code provision, as then amended. 111 <br />D. The words “shall,” “must,” and “will” are mandatory and not discretionary. 112 <br />E. The word “may” is permissive. 113 <br />F. The word “or” may be read “and,” and the word “and” may be read “or” as the sentence requires. 114 <br />G. If there is any ambiguity between the text of this ordinance and any caption or illustration, the text 115 <br />shall control. 116 <br />1001.08: SIDEBARS 117 <br />This Title uses sidebars such as diagrams, charts, pictures, graphs, and commentary. The sidebar is for 118 <br />illustrative purposes to aide in interpreting the Code. It is provided for the convenience of the user of the 119 <br />Code and shall have no legal effect. Should there be a conflict between the Code language and the 120 <br />sidebar, the Code shall control. 121 <br />1001.09: SEVERABILITY OF PARTS OF CITY CODE 122 <br />It is hereby declared to be the intention of the Council that the sections, paragraphs, sentences, clauses, 123 <br />and phrases of the City Code are severable, and if any phrase, clause, sentence, paragraph, or section of 124 <br />the Code shall be declared unconstitutional by the valid judgment or decree of any court of competent 125 <br />jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, 126 <br />paragraphs, and sections of the Code, since the same would have been enacted by the Council without the 127 <br />incorporation in the Code of any such unconstitutional phrases, clauses, sentences, paragraphs, or 128 <br />sections. 129 <br />1001.10: DEFINITIONS 130 <br />The definitions in the Section shall be observed, unless it shall be otherwise expressly provided, or unless 131 <br />such definition should be inconsistent with the manifest of the provision, or unless the context clearly 132 <br />requires otherwise. 133 <br />A. 134 <br />ABUTTING: Having a common border or boundary. This term is used interchangeably with adjacent and 135 <br />adjoining. 136
