The purpose of this overall improvement area for rather liberal construction on a 1368 <br />residential property while preventing over- building; for parcels within a Shoreland or Wetland 1369 <br />Management District, paved surfaces and building footprints shall be further limited to 25% of the 1370 <br />parcel area. For the purposes of this section, “improvements” does not include yard ornaments, fences, 1372 <br />retaining walls, gardens, planting beds, or other landscaping. 1373 <br />2.
