Roseville Public Works, Environment and Transportation Commission Agenda Item Date: November 23, 2021 Item No: 7 Item Description: Public Works 2022 Work Plan Background: Each year, Public Works staff monitors and evaluates the condition of City infrastructure for development of ongoing maintenance and replacement needs plans. We use this information to develop capital improvement plans and in the development of the annual budget request in these areas. We also work closely with Ramsey County and MnDOT on improvements to City infrastructure as a part of their road improvement projects within Roseville. The following are the improvements that we are recommending for the 2022 construction season within the city. The attached map (Attachment A) shows both pavement improvement as well as utility improvements. The map also shows projects that are done by Ramsey County, MnDOT, Met Council Environmental Services, watersheds and other utilities as some of these projects have impacts on city projects. The proposed work plan is consistent with the 20-year capital improvement plan and pavement management program policies. 1. Pavement Management Program Proiects: Each year the Public Works Department evaluates infrastructure needs based on the City's Pavement Management Program and assessment of utility infrastructure. Streets in marginal condition are recommended for major maintenance by mill and overlay. Streets in poor condition and that do not meet the City standard for street construction are recommended for reconstruction. The streets shown in Attachment A will be included in this year's PMP. The 9.4 miles of roads are proposed to be milled and overlayed. Spot curb replacements are also done at this time but only where there are significant structural issues with the in -place curb or significant settling. These pavement -resurfacing projects are proposed to be financed through our street infrastructure funds and Municipal State Aid (MSA) funds. After receiving bids for these projects, we will request that the City Council award the bid to the lowest responsible bidder. As part of the PMP, the city will be looking into replacing the existing retaining wall at County Road C2 and Merrill Street. Reconstruction: No roads are proposed to be reconstructed in 2022. 2. Pathways/Parking Lots: A new pathway will be constructed along the east side of Lexington Avenue between Woodhill Avenue and 600 feet north to complete the pathway that was installed with the Lexington Woods Development.
