<br />3) APPROVAL OF MINUTES – OCTOBER 5, 2021 MEETING <br /> <br />Vice-Chair Dahlstrom moved to approve the minutes. Commissioner Arneson seconds. <br /> <br />Roll Call <br />Ayes: Arneson, Boulton, Brown, Dahlstrom, Hoag, Lenhart, Ybarra. <br />Nays: None. <br />Abstain: Heikkila. <br /> <br />4) PARK DEDICATION – 2561 WESTERN AVE NORTH <br />Staff provided a brief summarization of the Park Dedication process, history, purpose and options. <br />The geographic location for the site and proposed subdivision were reviewed by the Commission. <br /> <br />The subdivision proposes dividing a 1.08 acre single family lot into two smaller single family lots. <br />The project qualifies for Park Dedication. The cash amount for the one additional unit would be <br />$4,250. The land amount would be 10% of 1.08 acre lot or 0.108 acres. This area is located in <br />constellation F. There are no specific plans identified in the Parks and Recreation System Master <br />Plan for park land in this area. <br /> <br />Commissioner Lenhart motioned to recommend accepting cash in lieu of land for the <br />Park Dedication at 2561 Western Ave North to the City Council. Commissioner Brown <br />seconds. <br /> <br /> Roll Call <br />Ayes: Arneson, Boulton, Brown, Dahlstrom, Heikkila, Lenhart, Ybarra and Hoag. <br />Nays: None. <br />Abstain: None. <br /> <br />5) PARK DEDICATION RATE REVIEW <br />Staff provided background on Park dedication, including: <br /> Land – set by ordinance in code <br /> Cash – set annually by resolution <br /> Non-Residential – 10% of Fair Market Value (FMV) <br />o Last increase for residential was in January, 2021 from $4,000 to $4,250/unit <br />o Last increase for non-residential was in 2017 from 7% to 10% <br /> <br />Requirements for Park Dedication include a Comprehensive Plan, Parks and Recreation System <br />Master Plan and a Capital Improvement Program to indicate need.
