REQUEST FOR COUNCIL ACTION <br />Date: January 10, 2022 <br />Item No.: <br /> 9. <br />Department Approval City Manager Approval <br />Item Description: Adopt a Resolution Approving MnDOT Cooperative Construction Agreement <br />No. 1048647 – TH 36 Ramp and Hamline Avenue <br />1 B ACKGROUND <br />2 As part of the Minnesota Department of Transportation’s (MnDOT) list of projects for next summer, <br />3 they will be replacing the traffic signal at the west bound TH 36 ramp and Hamline Avenue intersection. <br />4 The intersection also is the entrance for Cedarholm Golf Course. The project consists of replacing the <br />5 existing signal, installing some new sidewalk and upgrading ADA pedestrian ramps. <br />6 The attached Cooperative Construction Agreement is an agreement between the City of Roseville, <br />7 Ramsey County and MnDOT detailing the maintenance responsibilities and cost participation between <br />8 the agencies for the final improvements. <br />9 According to the agreement, the City of Roseville is responsible for 20% of the cost of the <br />10 improvements. The cost split is determined by the amount of signal legs at the intersection. The City is <br />11 also responsible for the ongoing electrical costs and lighting of the signal system. Roseville currently <br />12 pays for these electric expenses on the existing signal system. The overall energy costs should be lower <br />13 as all of the new signal indications, as well as all new lighting, will use LED technology. <br />14 The project is scheduled for construction from September to November of 2022. During construction, <br />15 the intersection will be operated as a four way stop. <br />16 F INANCIAL I MPACTS <br />17 The overall cost of the project is $448,283.90. MnDOT and Ramsey County each are paying for 40% of <br />18 the costs or $200,706.25. The total estimated cost to the City, including an 8% add-on for construction <br />19 engineering costs, is estimated at $89,656.78. City staff recommends using Municipal State Aid funds to <br />20 cover this cost, which we are allowed to spend on trunk highway projects. <br />21 S TAFF R ECOMMENDATION <br />22 Staff recommends the Council adopt the attached resolution approving MnDOT Cooperative <br />23 Construction Agreement No. 1048647. <br />Page 1 of 2 <br /> <br />
