Attachment D <br />1 EXTRACT OF MINUTES OF MEETING <br />2 OF THE <br />3 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />4 <br />5 * * * * * * * * * * * * * * * * * <br />6 <br />7 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />th <br />Roseville, County of Ramsey, Minnesota was duly held on the 24 <br />8 day of January 2022, at 6:00 <br />9 p.m. <br />10 <br />11 The following members were present: Etten, Groff, Strahan, Willmus, and Mayor Roe. <br />12 and the following were absent: . <br />13 <br />14 Member introduced the following resolution and moved its adoption: <br />15 <br />16 <br />17 RESOLUTION No. XXXXXX <br />18 <br />19 RESOLUTION SUPPORTING THE AUTHORITY TO IMPOSE A LOCAL SALES TAX <br />20 TO FUNDSPECIFIC CAPTIAL IMPROVEMENTS PROVIDING REGIONAL <br />21 BENEFIT, TO ESTABLISH THE DURATION OF THE TAX AND THE REVENUE TO <br />22 BE RAISED BY THE TAX, AND TO AUTHORIZE THE CITY TO ISSUE BONDS <br />23 SUPPORTED BY THE SALE TAX REVENUE <br />24 <br />25 <br />26 WHEREAS, the City of Roseville has identified the repair, replacement, enhancement, <br />27 construction, and expansion of pedestrian and vehicular transportation infrastructure vital to <br />28 ensure the continued viability of Roseville as the northeast metro regional commercial center ; <br />29 and <br />30 <br />31 WHEREAS, the City of Roseville is home to nearly 1,500 businesses that employee over 33,000 <br />32 persons that live throughout that Twin Cities metro and Greater Minnesota and use Roseville <br />33 transportation infrastructure on a regular basis; and <br />34 <br />35 WHEREAS, the City of Roseville serves as the northern and northeastern regional shopping hub <br />36 that serves 1.5 million residents within 15 miles of Roseville that use Roseville transportation <br />37 infrastructure on a regular basis ; and <br />38 <br />39 WHEREAS, Rosedale Center has 1.3 million square feet of leasable retail space attracts over 14 <br />40 million visitors annually that use Roseville transportation infrastructure on a regular basis ; and <br />41 <br />42 WHEREAS, funding the project with a local sales tax will most closely distribute the cost borne <br />43 by Roseville taxpayer for the regional transportation infrastructure supporting the Roseville <br />44 business community; and <br /> <br />
