Attachment C <br />EXTRACT OF MINUTES OF MEETING <br />OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />th <br />Roseville, County of Ramsey, Minnesota, was held on the 27 day of April, 2020 <br />The following members were present: Willmus, Etten, Groff, Laliberte and Roe <br />and the following members absent: none. <br />Council Member ____________ introduced the following resolution and moved its <br />adoption: <br />RESOLUTION NO. _______ <br />A RESOLUTION CREATING A SPECIAL EVENTS POLICY <br /> <br />WHEREAS, the City Council has directed Staff to create a Special Events Policy; and <br />WHEREAS, the City Council has reviewed the Special Events Policy in October <br />2018, June 2019, and April 2020 and <br />WHEREAS, City Council supports the following general guidelines to the Special <br />Events Policy: <br /> Defines special events generally and divides special events into two categories; <br />City Special Event, and Non-City Special Event <br /> Defines exemptions to this policy <br /> Limits the number of annual events <br /> Protects against disturbances, injures, health, peace, safety, and welfare for <br />adjoining property owners <br /> Restricts amplified music or speech to 80 decibels and a 4-hour period <br />between the hours of 9:00 a.m. and 10:00 p.m. <br /> Allows the City to require a traffic/parking plan and security plan for the event <br /> Requires the applicant to provide a 10-day notice to property owners within a <br />500-foot radius of the property where the special event is to take place. For <br />special events that will occur in a linear fashion throughout the city, property <br />owners along the route shall be noticed by mail or signage or a combination of <br />both as determined by the City based on the particulars of the event. <br /> <br />NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to <br />approve the attached Special Events Policy (Exhibit A). <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Council <br />Member ________ and upon vote being taken thereon, the following voted in favor: <br />Willmus, Etten, Groff, Laliberte and Roe and none voted against; <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br /> <br />
