Attachment A <br />1 RESOLUTION NO. _________ <br />2 <br />3 EXTRACT OF MINUTES OF <br />4 MEETING OF THE CITY COUNCIL <br />5 OF THE CITY OF ROSEVILLE <br />6 <br />7* * * * * * * * * * * * * * * * * <br />8 <br />9 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />th <br />10 of Roseville, County of Ramsey, Minnesota, was duly held on 11day of May, 2020, at <br />11 6:00 p.m. <br />12 <br />13 The following members were present: Willmus, Laliberte, Groff, Etten, and Roe; and <br />14 the following members were absent: None. <br />15 <br />16 Member introduced the following resolution and moved its adoption: <br />17 <br />18 RESOLUTION TO EXTEND PERIOD OF LOCAL EMERGENCY <br />19 <br />20 WHEREAS, on March 13, 2020 Governor Tim Walz declared a State of Minnesota <br />21 peacetime emergency due to the COVID-19 pandemic through Executive Order 20-01; and <br />22 <br />23 WHEREAS, the Mayor of Rosevilleon March 16, 2020found that the following emergency <br />24 situation exists: <br />25 World Health Organization has declared a novel coronavirus-COVID-19 as a Pandemic. <br />26 Cases of the COVID-19 continue to increase at a rapid rate, stressing the local <br />27 healthcare system. <br />28 Federal, State, and County Health Agencies have enacted social distancing <br />29 mandates in an effort to reduce risk and stress on the healthcare system. <br />30 The expectations on local resources and services will be stressed and there is a need to <br />31 increase our local operations and spending capabilities to respond to the growing <br />32 needsof the community weserve.; and <br />33 <br />34 WHEREAS, on March 16, 2020, the Mayor declared that the situation constitutes a local <br />35 emergency; <br />36 <br />37 WHEREAS, on March 16, the Roseville City Council adopted Resolution Number 11681 <br />38 extending the local emergency until May 15, 2020 pursuant to Minn. Stat. § 12.29 and <br />39 adopted a Resolution Number 11682 authorizing the City Manager to make any and all <br />40 expenditures necessary to deal with local emergency on behalf of the City of Roseville, <br />41 pursuant to Minn. Stat. § 12.37.; and <br />42 <br />43 WHEREAS, the conditions giving rise to the State and local emergencies are expected to <br />44 persist for an uncertain duration <br />45 <br /> <br />
