ATTACHMENT B <br />REQUEST FOR PLANNING COMMISSION ACTION <br />Date: 05/06/2020 <br />Item No.: 7c <br />Department Approval Agenda Section <br />Public Hearing <br />Item Description:Request for approval of an amendment to Title 10 (Zoning), Chapter 1011 <br />(Property Performance Standards), pertaining to Tree Replacement Locations <br />as required in the Tree Preservation and Restoration ordinance <br />1 A PPLICANT I NFORMATION <br />2 Applicant: City of Roseville – City Council-directed <br />3 Location: N/A <br />4 Property Owner:N/A <br />5 Open House Meeting: N/A <br />6 Application Submittal:N/A – City-initiated request <br />7 City Action Deadline:N/A – City-initiated request <br />8 L EVEL OF D ISCRETION IN D ECISION M AKING <br />9 Actions taken on a zoning text amendment are legislative in nature; the City <br />10 has broad discretion in making land use decisions based on advancing the <br />11 health, safety, and general welfare of the community. <br />12 B ACKGROUND <br />13 This request is a result of the belowlegislative history (meeting materials <br />14 provided as Attachments B – G): <br />15 March 9, 2020 City Council discussion <br />16 February 10, 2020 City Council discussion <br />17 November 25, 2019 joint City Council/Planning Commission discussion <br />18 <br />19 During the joint City Council/Planning Commission meeting on November 25, 2019, the Planning <br />20 Commission requested City Council support of a zoning text amendment to prevent unreasonably high <br />21 costs associated with the cash-in-lieu tree replacement payment. This request came as a result of two <br />22 Varaince Board requests(both approved)in July of 2019. During that discussion, the City Council <br />23 indicated they wished to receive further information from City staff prior to making a determination <br />24 on whether such text amendment has concensus support by the Council. City staff provided that <br />25 additional information during a City Council discussion on February 10, 2010, then additional follow- <br />26 up on March 9, 2020. The current request is a result of the City Council direction following these <br />27 meetings. <br />28 A MENDMENT A NALYSIS <br />29 Provided as Attachment A is a draft ordinance outlining proposed text amendments to City Code <br />30 Section 1011.04.J.8.
