ATTACHMENT B <br />ATTACHMENT B <br />33 Lastly, in reviewing the February 10, 2020 City Council meeting minutes, staff noted there was a <br />34 desire to understand how other communities address cash-in-lieu requirements in tree preservation <br />35 ordinances. Because staff was not able to adequately address this question during the discussion, staff <br />36 prepared Attachment D in response to Council’s inquiry. <br />37 P OLICY O BJECTIVE <br />38 The City of Roseville recognizes that trees are a significant element of the community given their <br />39 beauty, their importance to the environment, and their positive impact on property values. The purpose <br />40 of Chapter 1011.04, Tree Preservation and Restoration, is to ensure trees are protected when they are <br />41 most vulnerable, establish reasonable requirements for replacement of trees lost due to development, <br />42 incentivize the protection and planting of trees at all times, institute plan requirements to ensure tree <br />43 loss can be identified prior to development, that adequate replacement plantings will occur following <br />44 land disturbances, and to provide for fair, effective, and consistent enforcement of tree preservation <br />45 requirements. <br />46 B UDGET I MPLICATIONS <br />47 Staff does not expect substantive budget implications should the Council wish to reduce the cash-in- <br />48 lieu cap to 5% of the assessed land value for single family homes. This is because the cash-in-lieu cap <br />49 is estimated to be applied once a year. Further, none of this revenue is budgeted. Examples of what <br />50 this reduction equates to across different single family lots in Roseville is illustrated on Attachment <br />51 B. While the holistic impact is deemed non-substantive, the impact to the affected individual property <br />52 owner is significant. <br />53 S TAFF R ECOMMENDATION <br />54 Review the draft Ordinance to determine if it reflects the direction previously given to staff. Direct <br />55 the Planning Commission to hold a public hearing regarding amendments to City Code Section <br />56 1011.04.J.8 that decreases the maximum cash-in-lieu fee to 5% of assessed land value for single family <br />57 lots. <br />58 R EQUESTED C OUNCIL A CTION <br />59 Review the draft Ordinance to determine if it reflects the direction previously given to staff.
