REQUEST FOR COUNCIL ACTION <br />Date: May 18, 2020 <br />Item No.: 7.g <br />Department Approval City Manager Approval <br />Item Description: Receive Civic Campus Master Plan Project Update <br />1 B ACKGROUND <br />th <br />2 On January 6, 2020, the City Council approved a Professional Services Agreement with BKV <br />3 Group for the Civic Campus Master Plan. <br />4 Staff has been working with BKV Group since that time to assemble data and develop current, short- <br />5 term and long-term space needs for all City departments. Using this information, BKV, along with <br />6 their subconsultant Oertel Architects, have assembled some preliminary concepts for addressing the <br />7 facility needs for City operations. <br />8 The space needs assessments for the departments are based on some expected growth both in <br />9 services as well as some staff over the next 10-15 years. There are also existing deficiencies that are <br />10 identified as “Immediate Area Need” in the attached presentation. This information, as well as the <br />11 information which was assembled in the 2017 Maintenance Facility Space Needs Analysis and <br />12 refined as part of this effort, were used to develop these initial concepts. <br />13 Bruce Schwartzman from BKV Group will present the preliminary concept plans and seek input <br />14 from the City Council. These concepts do provide some level of detail, but they are still very <br />15 conceptual and will need to be further vetted before the final report. At this time, staff and the <br />16 consultant are looking for Council’s initial reaction to the impacts of each concept as well as the <br />17 resulting flexibility offered by each concept. <br />18 Of particular note and for comment on the part of the Council are the potential impacts to the retail <br />19 center building, the existing ball field, and the VFW. Also, there will be some discussion about <br />20 splitting the Maintenance Facility operations, both short and long term. <br />21 Following the presentation of the preliminary concept plans, there will be a discussion about <br />22 engagement efforts for this plan. Coal Dorius from Zan Associates will be on hand to discuss the <br />23 engagement process and ideas for virtual engagement. <br />24 Staff has already had two meetings with the VFW and will continue to keep them engaged in the <br />25 process. The next step will be to engage the residents around the Civic Campus and present them <br />26 with some online tools in order to learn about the Civic Campus Master Plan project and allow them <br />27 to provide comment. Staff and BKV Groupwill also offer opportunities for residents to meet <br />28 individually, if desired. There will also be opportunities for the general public to view materials and <br />29 possibly some videos on a project website to learn about the study and provide comment. <br />30 Feedback from the Council will be used to further develop the concepts. The next steps include the <br />31 engagement of stakeholders and the general public and vetting the concepts more with City staff. <br />32 Refined concepts and feedback from the stakeholders and general public are scheduled to be <br />Page 1 of 2 <br /> <br />
