RESOLUTION NO. 11709 <br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />* * * * * * * * * * * * * * * * * <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />st <br />Roseville, County of Ramsey, Minnesota, was duly held on 1 day of June, 2020, at 3:00 <br />p.m. <br />The following members were present: Willmus, Laliberte, Groff, Etten, and Roe; and the <br />following members were absent: None. <br />Member introduced the following resolution and moved its adoption: <br />RESOLUTION TO EXTEND PERIOD OF LOCAL EMERGENCY <br />WHEREAS, Minnesota Statute § 12.29, subd. 1 allows the governing body of a local <br />government to extend the period of a local emergency declared pursuant to Minnesota <br />Statute § 12.29, subd. 1. <br />WHEREAS, the Mayor of Roseville has found that the following emergency situation exists: <br />The cities of Minneapolis and St. Paul, Minnesota, have experienced widespread civil unrest since at least <br />May 26, 2020. <br />Said civil unrest has included violent and destructive acts that have placed public safety at risk and resulted <br />in near catastrophic property damage. <br />The City of Roseville geographically borders both Minneapolis and St. Paul. <br />Reports and observations of local law enforcement personnel and emergency first responders establish that <br />as of May 29, 2020, incidents of said civil unrest have been observed within the City of Roseville. <br />The law enforcement personnel and emergency first responders for the City of Roseville expect violent and <br />destructive acts of civil unrest to continue and escalate without invocation of certain portions of the City’s <br />emergency management plan, as established under Chapter 107 of City Code. <br />WHEREAS, the Mayor has declared that the situation constitutes a local emergency; <br />WHEREAS, the City Council agrees with the Mayor’s findings and further finds that the local <br />emergency will last for more than three days; <br />BE IT RESOLVED by the City Council that: <br />1)The local emergency is recognized as continuing until June 8, 2020 <br />2)A curfew in the City of Roseville will be in place from 10 p.m. to 4 a.m. on June 1-2 and <br />June 2-3. Additional curfew periods may be declared by the Roseville Emergency Manager <br />during the period of the local emergency. <br />3)This declaration of a local emergency will invoke the City’s Emergency Management Plan. <br />The portions that are necessary for response to and recovery from the emergency must be used. <br /> <br />
