REQUEST FOR COUNCIL ACTION
Date: June 8, 2020
Item No.:5.a
Department Approval City Manager Approval
Item Description: Recognize the 2020 Human Rights, Inclusion and Engagement Essay Contest
Winners
1 B ACKGROUND
2 The Human Rights, Inclusion and Engagement Commission (HRIEC) held an essay contest for sixth, seventh
3 and eighth grade students within the Roseville Area School District boundaries. This year, the commission
4 partnered with the Roseville Dual Language Immersion program at Roseville Area Middle School to also
5 offer a dual language essay contest. The teacher, Ms. Silvia Vasquez, along with other native language
6 speakers anonymously reviewed and scored the essays from the Dual Language Program, while the HRIEC
7 conducted an anonymous review of the other essays. Names of the students were not known until after the
8 winners were selected. This yeara total of 126 students entered the contest.
9 Additionally, this year the commission changed the way essays were reviewed. Previously all essays in grades
10 6-8 were scored against each other. This year, the commission broke the essays into grade levels in order to
11 more evenly score them.
12 This year the students were asked:
13 Social media and the Internet have a growing presence in our lives. Discuss the role social media has
14 on our communities and what role it plays among you and your friends. How can social media be
15 used to divide our community? How can social media be used to help our community be more
16 inclusive and engaging for all residents?
17
18 First place winners were askedif they would like to read their essays. At the time of this report, staff is aware
19 of one student who will read their essay. Other essays are available in the packet.
20 The commission will recognize the following students and teachers:
th
21 6 Grade:
22 First place Mirabel PestelFalcon Heights, Maira Simonson
23
th
24 7 Grade Dual Language Immersion Program:
25 First place Archer Holman RAMS, Silvia Vasquez
26 Second placeCarolina Bada-Lappi RAMS, Silvia Vasquez
27 Second placeJackson HorwathRAMS, Silvia Vasquez
28 Second placeJeanette Rangel-PerezRAMS, Silvia Vasquez
29 Honorable MentionCaitlyn Kimmes RAMS, Silvia Vasquez
30
th
31 7 Grade:
32 First place Adriannah Hegner RAMS, Jeffrey Bibeau
33 Second placeNate Thurston RAMS, Jeffrey Bibeau
34 Third placeAmeleon Yarbrough RAMS, Silvia Vasquez
Page 1 of 2
