REQUEST FOR COUNCIL ACTION <br />Date: August 24, 2020 <br />Item No.: .d <br />Department Approval City Manager Approval <br />Item Description: Consider next steps in regards to G & G Management’sRental License <br />Revocation at the Marion Street/The Brittany’sapartments <br />1 B ACKGROUND <br />2 On November 25, 2019 the City Council adopted Resolution 11653 revoking G & G Management’s <br />3 rental license for property located at 175, 195, 221 Larpenteur Avenue, 1722, 1725, 1735, 1736 <br />4 Woodbridge Court, and 1720, 1735, 1740, 1745, 1750 Marion Street. Since that action, the following <br />5 events have occurred: <br />6 Progress or educational inspections have occurred on 12/20/19, 1/13/2020, 2/14/2020, <br />7 2/24/2020, 3/12/20, 4/27/20, and 5/26/20. <br />8 Meetings between G & G and City staff occurred on 12/11/19, 1/9/20, and 1/15/20. <br />9 A scheduled inspection was cancelled by G & G on 1/24/20. <br />10 A reinstatement inspection for 1740 Marion Street occurred on 6/19/20. <br />11 City Council consideration of the license reinstatement for 1740 Marion Street was removed <br />12 from the July 13, 2020 CC agendaat G & G’s request. The applicant indicated this request <br />13 was made to provide time to hire a professional property management company. Attachments <br />14 C and D provide further details. <br />15 On March 19, 2020G & G Management transferred ownership of all 12 buildings to a new <br />16 entity and did not seek a new license under City Code Section 908.03.F, which requires <br />17 submission of a new license within 30 days of the ownership change. G & G’s attorney <br />18 provided an explanation of the ownership transfer in Attachment F. <br />19 As aresult of the rental license revocation, existing tenants may remain, however, vacant units <br />20 may not be re-rented. Based upon information provided by G & G, staff believes there to be <br />21 approximately 39 vacant units to-date, with vacancies occurring in all 12 buildings. <br />22 As of August 17, 2020, G & G has hired Core Living Management to provide professional <br />23 property management services for all 277 units across all 12 buildings. <br />24 Attachment B provides details about meetings and inspection dates and what buildings and units <br />25 inspectors gained access to as part of those inspections. Staff would note that less than 10% of the <br />26 277 units have been inspected, acknowledging some of those inspections were considered progress (or <br />27 educational) inspections. Exterior inspections have also been conducted, namely the roofs of 9 of the <br />28 12 buildings. One of the outcomes of the roof inspections was for the applicant to submit a timeline <br />29 for needed roof repairs to eleven of the twelve buildings by August 13, 2020.
