REQUEST FOR COUNCIL ACTION <br />Date: 07/13/2020 <br />Item No.: 7.e <br />Department Approval City Manager Approval <br />Item Description: Consider Reinstatement of Multifamily Rental Licensing for 1740 Marion <br />Street/The Brittanys Apartments owned by G & G Management <br />1 B ACKGROUND <br />2 G &G Management owns the Marion Street/The Brittanys Apartments, a group of 12 separate multi- <br />3 family rental buildings located on Larpenteur Ave, Woodbridge Court, and Marion Street. <br />4 <br />5 On November 25, 2019 Roseville City Council revoked all twelve of the multi-family rental licenses <br />6 for Marion Street/The Brittanys Apartments, based on numerous fire, life-safety and building code <br />7 violations. Below is a summary of the life-safety issues and the overall summary of fact provided to <br />8 Council as part of the staff recommended license revocation. <br />9 <br />10 Within the extraordinarily large amount of code violations, staff highlighted for the Council four life- <br />11 safety issues that needed immediate attention. These critical items were: <br />12 <br />13 Lack of working smoke alarms in the units <br />14 Lack of working carbon monoxide detectors in the units and buildings <br />15 Egress doors that are not properly functioning and compliant with code <br />16 Multiple electrical hazards <br />17 <br />18 Based on the totality of the evidence and testimony presented by staff, the Council determined to <br />19 revoke G & G Management’s licenses at the property upon the following factual basis: <br />20 <br />21 1)The large amount of complaints from tenants of the Marion Street/The Brittanys Apartments <br />22 regarding unsanitary and unsafe conditions, which were not proactively addressed by G&G <br />23 Management LLC despite requests from the tenants. <br />24 2)The breadth and perniciousness of the code violations found in every building and unit of <br />25 Marion Street/The Brittanys Apartments that was inspected. <br />26 3)The complete infestation of bedbugs, cockroaches, and other vermin in the Marion Street/The <br />27 Brittanys Apartments buildings and units. <br />28 4)Given the scope of the corrections needed at the Marion Street/The Brittanys Apartments, no <br />29 other tenants should be added to the units so that proper and practical focus can be put towards <br />30 correcting the unsanitary and unsafe conditions for the existing tenants. <br />31 5)The lack of effective property management and the lack of any financial investment over the <br />32 years into the Marion Street/The Brittanys Apartments by G&G Management LLC has led to <br />33 the current code violations. <br />34 <br />35 <br />Page 1 of 4 <br /> <br />
