Indeed, City staff has expended hundreds of professional hours at the site <br />86 throughout the pandemic, leaving little excuse for G & G Management’s failure to employ the required <br />87 professional assistance required by the Council resolution. <br />88 <br />89 Finally, staff review of the application for reinstatement has uncovered a new, but significant, <br />90 concern. Asearch of Ramsey Countyproperty records has revealed that“roseville mn apartments llc <br />91 LLC” (sic) and “rsr management LLC” (sic) are now listed as the owners of record for the property <br />92 at 1740 Marion Street. (Attachment E)Accordingto the Minnesota Secretary of State, these entities <br />93 were originally filed for incorporation on November 29, 2019, and January 28, 2020, respectfully. G <br />94 & G Management has never communicated this ownership transfer to the City and filed the <br />95 application for reinstatement in its own name as the property owner. Roseville City Code 908.03.F <br />96 specifically states that multi-family rental licenses are not transferrable and that new owners must <br />97 apply for a new license within 30 days of the property transfer. Given the circumstances surrounding <br />98 Council action on the property shortly before the incorporation of these new entities and apparent <br />99 ownership transfer, the failure of G & G Management to communicate this transaction to the City is <br />100 particularly troubling. In any event, this issue pushes the subject property even further out of code <br />101 compliance. <br />102 <br />103 Upon all of the foregoing, therefore, staffrecommends denial of the reinstatement of the multifamily <br />104 rental license for the property located at 1740 Marion Street. <br />105 <br />106 1. Property has continued violations as noted in inspector reports. <br />107 2. G & G Management has not acquired the needed certifications of in-house staff, or employed <br />108 a certified residential maintenance technician or certified residential manager. <br />109 3. G & G Management has not had a demonstrated period of compliance with terms of Section <br />110 908.7 as required by City Council Resolution. Staff believes based on history of property <br />111 maintenance issues at this location and with current management,a period of at least six <br />112 months of continued compliance would be necessary to provide city staff a level of comfort <br />113 in recommending license reinstatement. <br />114 <br />115 F INANCIAL I MPACTS <br />116 There are no direct financial impacts to the city. <br />117 S TAFF R ECOMMENDATION <br />118 Staff recommends denial of the applicationfor rental license reinstatement dated June 1, 2020 for <br />119 property located at 1740 Marion Street in Roseville, Minnesota, based on the findings of facts: <br />120 <br />121 1. The subject property has not established strict code compliance. <br />122 2. The subject property has not demonstrated continuous code compliance of any degree. <br />123 3. The subject property has not employed a certified residential property manager and a <br />124 certified residential property maintenance technician. <br />125 4.
