REQUEST FOR COUNCIL ACTION <br />Date: September 14, 2020 <br />Item No.: 9.f <br />Department Approval City Manager Approval <br />Item Description:Renewal of Ramsey County GIS User GroupJoint Powers Agreement <br />1 B ACKGROUND <br />2 The Ramsey County User Group is an alliance formed in 1995 between public agencies interested in <br />3 utilizing geographic information systems (GIS) data that has been created by the agencies and <br />4 maintained by Ramsey County. The Ramsey County GIS Users Group is seeking the renewal of its Joint <br />5 Powers Agreement for the five-year period 2021-2025. The original agreement was approved by <br />6 Council on July 28, 1997. The agreement has been updated numerous times throughout the years with <br />7 the most recent approval by Council on February 26, 2018. The new agreement is the same as previous <br />8 agreements other than the dates and minor language changes. <br />9 P OLICY O BJECTIVE <br />10 The joint powers agreement allows each member organization to add its own unique data to the County <br />11 data provided in this agreement, to create a rich and powerful tool to assist in organizational decision- <br />12 making and day-to-day operations. The Users Group is seen as a model in the metropolitan area in how <br />13 units of government can work in collaboration to effectively exchange and utilize GIS data, services and <br />14 knowledge. <br />15 F INANCIAL I MPACTS <br />16 The annual fee for the Ramsey County GIS User Group membership for Roseville since 2012 has been <br />17 around $3,900 and for the five years prior to that the annual fees were around $3,400. The annual fees <br />18 are determined on a factor of the population served based on the Census. There is no expected <br />19 significant change to the current fee in 2021 and will be paid out of the Community Development fund. <br />20 As a member of the Users Group, Roseville has access to Ramsey County GIS data and is provided <br />21 physical features and aerial photography updates. Working together through the Users Group allows the <br />22 Ramsey County city members significant cost savings in maintaining and purchasing of essential GIS <br />23 data. <br />24 S TAFF R ECOMMENDATION <br />25 The City Attorney has reviewed the agreement.
