REQUEST FOR COUNCIL ACTION Date: September 21, 2020 Item No.: 7.e Department ApprovalCity Manager Approval Item Description:Consider Adoption of a Resolution Electing to Participate in the Local Housing Incentives Account Program Under the Metropolitan Livable Communities Act 1 B ACKGROUND 2 At the Roseville Economic Development Authority (REDA) meeting on September 21, 2020,the 3 board reviewed the affordable and life-cycle housing goals that were established by the Metropolitan 4 Counciland made part of the City’s 2040 Comprehensive Plan. DecadeAffordable Housing GoalLife-cycle Housing Goal 2011-2020131-201200-500 2021-203078-142400 5 If Roseville wants tocontinue toparticipate in Metropolitan Council’sgrant programsthrough LCA, 6 then the City must formally adopt the above goalsby resolution. Goals are based upon Metropolitan 7 Council Methodology (Attachment A). Based upon review and recommendation of the REDA, City 8 staff is recommending the Council adopt the 2021-2030 affordable and life-cycle housing goals. 9 There is no risk to the City if the goals are not metand the City can withdraw from the program at any 10 time. 11 P OLICY O BJECTIVE 12 The Housing Chapter of the 2040 Comprehensive Plan supports the identified affordable and life- 13 cycle housing goals that have been established by the Metropolitan Council. 14 15 B UDGET I MPLICATIONS 16 There areno budget implications to the City. 17 18 S TAFF R ECOMMENDATION 19 Adopt a resolution electing to participate in the Local Housing Incentives Account Program under 20 the Metropolitan Livable Communities Act (Attachment B). 21 22 R EQUESTED C OUNCIL A CTION 23 By motion,adopt the resolution electing to participate in the Local Housing Incentives Account 24 Program under the Metropolitan Livable Communities Act (Attachment B).
