REQUEST FOR COUNCIL ACTION <br />Date: September 21, 2020 <br />Item No.: 7.e <br />Department ApprovalCity Manager Approval <br />Item Description:Consider Adoption of a Resolution Electing to Participate in the Local <br />Housing Incentives Account Program Under the Metropolitan Livable <br />Communities Act <br />1 B ACKGROUND <br />2 At the Roseville Economic Development Authority (REDA) meeting on September 21, 2020,the <br />3 board reviewed the affordable and life-cycle housing goals that were established by the Metropolitan <br />4 Counciland made part of the City’s 2040 Comprehensive Plan. <br />DecadeAffordable Housing GoalLife-cycle Housing Goal <br />2011-2020131-201200-500 <br />2021-203078-142400 <br />5 If Roseville wants tocontinue toparticipate in Metropolitan Council’sgrant programsthrough LCA, <br />6 then the City must formally adopt the above goalsby resolution. Goals are based upon Metropolitan <br />7 Council Methodology (Attachment A). Based upon review and recommendation of the REDA, City <br />8 staff is recommending the Council adopt the 2021-2030 affordable and life-cycle housing goals. <br />9 There is no risk to the City if the goals are not metand the City can withdraw from the program at any <br />10 time. <br />11 P OLICY O BJECTIVE <br />12 The Housing Chapter of the 2040 Comprehensive Plan supports the identified affordable and life- <br />13 cycle housing goals that have been established by the Metropolitan Council. <br />14 <br />15 B UDGET I MPLICATIONS <br />16 There areno budget implications to the City. <br />17 <br />18 S TAFF R ECOMMENDATION <br />19 Adopt a resolution electing to participate in the Local Housing Incentives Account Program under <br />20 the Metropolitan Livable Communities Act (Attachment B). <br />21 <br />22 R EQUESTED C OUNCIL A CTION <br />23 By motion,adopt the resolution electing to participate in the Local Housing Incentives Account <br />24 Program under the Metropolitan Livable Communities Act (Attachment B). <br />Prepared by:Jeanne Kelsey, Housing and Economic Development Program Manager, 651-792-7086 <br />Page 1of 2 <br /> <br />
