Attachment D <br />To: Roseville City Council <br />ortheast Youth & Family Services (NYFS) appreciates the ongoing partnership with the City of <br />N <br />Roseville and the continued investment in NYFS to provide Mental Health, Youth Diversion and <br />Senior Chore services to your community along with your support of the Community Advocate <br />position. <br />Thank you for meeting with me recently to discuss the specific challenges faced by NYFS <br />brought on by the Coronavirus pandemic. As per our conversation, NYFS has continued to <br />provide essential services in response to COVID-19 with corresponding costs which have been <br />incurred from spring into fall of 2020. It is my understanding that the City may be open for a <br />specific CARES Act appeal form NYFS at an amount of $5,000. If there are funds available, I <br />hope that you would consider NYFS as a worthy recipient. NYFS has received the Charities <br />Review Council’s Seal of Approval in recognition of our sound business practices and we will <br />provide a thorough accounting of how these funds were used at your request. <br />NYFS, as a community-based mental health agency, provides essential services to 15 <br />municipalities and three school districts in the northeastern suburbs. Following the shelter in <br />place orders, NYFS was able to maintain a continuity of care for our clients by fully converting <br />to a telehealth model. In July, we were able to reopen the Clinics following safety protocols <br />including the creation of ‘safe rooms’ for in person therapy. We put a pause in our NETS <br />program this summer in order to rethink how to provide an effective, safe and sustainable on- <br />site, day treatment program for youth needing intensive services. We anticipate safely reopening <br />a hybrid model of NETS with smaller cohorts this October. <br />As you can imagine, all of these transitions have increased technology, facilities, safety and staff <br />costs while revenues have dropped. Please see the attached letter from our colleagues from <br />NAMI Minnesota, MACMHP and Aspire Minnesota that so clearly articulate the need for <br />supporting mental health providers with CARES Act funding. Their focus is at the state level but <br />I believe they apply at the local level as well. <br />NYFS appreciates the City’s continued partnership and investment in mental health programs <br />and the consideration of the use of CARES Act funding to help ensure the continuity of service <br />through the pandemic.
