29 The item above labeled “remove all outside storage, junk, debris”, estimated at $1,000, is only intended
30 to cover items that can easily be identified as junk and debris. There is an exceptional amount of
31 personal property stored outside and it’s likely more will become “outside” once the illegal, unsafe
32 structure is removed. The strategy to getthe personal property issues resolved is to give the owner
33 additional time, after the illegal, unsafe structure is removed, to move all personal property indoors or
34 off the property. If/when that doesn’t occur, staff will advance another abatement request to Council
35 for approval. This future abatement, if needed, will be unique in that the City will likely have to use a
36 storage podto store the personal propertyfor a specified period of time, allowing the owner to recover,
37 before disposal. This would done before winter snow. This strategy was recommended by the City
38 Attorney.
39 S TAFF R ECOMMENDATION
40 Staff recommends the Council approve the request to abate the public nuisance violations by contacting
41 a towing contractor to remove all unlicensed/ inoperable vehicles stored outside, demolish all
42 unsafe/unpermitted structures and remove all outside storage, junk and debris items at 2319 Victoria
43 Avenue.
44 R EQUESTED C OUNCIL A CTION
45 Direct Community Development staff to abate the public nuisance violations at 2319 Victoria Avenue
46 as recommended by staff.
47
48 If charges are not paid, staff will recover costs as specified in Section 102.01.C.8.
49
Prepared by: Dave Englund, Building Official 651.792.7087 dave.englund@cityofroseville.com

Attachment: A: Map of 2319 Victoria
B: Timeline of Staff actions
C: Cited City Code Sections
D: Staff Correspondence and photos
