<br />417 <br /> <br />VILlAGE COUNCIL OF ROSE'"VILLE <br />Regular Meeting Tuesday, December 1, 1953, 2:00 P.M. <br /> <br />The Village Council met on the above date with the following members <br />present: Willmus, Carlson, Membrez, Hælli~ersten, and Milner Carley, <br />Village Engineer and Ira Karon, Village Attorney, were also present. <br /> <br />The meeting was called to order by Acting President Membrez as Mayor <br />Connor was not present. <br /> <br />WillnlUs moved, Carlson seconded, that the minutes of the last regular <br />meeting be accepted as they appeared in the copies mailed to the <br />members of the Council as corrected. Roll call Ayes-(4) Nayes-(O). <br /> <br />Clerk read the Engineer's report on the assessment of Roma Avenue <br />which has been published. <br />Harumersten moved, seconded by Membrez, the adoption of the assessment <br />be approved according to the formal resolution provided by the <br />Village Attorney as below. Roll call Ayes~(4) Nayes-(O). <br /> <br />Roma Avenue <br />Assessment <br /> <br />WHERF~, pursuant to proper notice duly given as required by law, th <br />the Council has made and held a hearing upon the proposed assessment <br />for the improvement of Roma Street between the west line of Dunlap <br />Street and the east line of Fernwood Street by the grading thereof, and <br /> <br />WHEREAS, no objections were made to the proposed assessment, <br /> <br />NOW THEREFORE, Be it resolved by the Village Council of Roseville, <br />Minnesota: <br /> <br />1. Such proposed assessment, a copy of which is attached hereto and <br />made a part hereof, is hereby accepted and shall constitute the <br />special assessment against the lands named therein, and each tract of <br />land therein included is hereby found to be benefited by the proposed <br />improvement in the amoun.t of the assessment levied against it. <br /> <br />2. Such assessment shall be payable in equal annual installments <br />extending over a period of ten years, the first of the installments <br />to be payable on or before October 15, 1955. Any deferred install- <br />ments shall bear interest at the rate of five (5%) percent per annulIl <br />from the date of the adoption of this assessment resolution.. To the <br />first installment shall be added interest on the entire assessment <br />from the date of this rE!solution at the rate of five (5%) percent <br />per annUID4 To each subsequent instal11llent when due shall be added <br />interest for one year on all unpaid installments. <br /> <br />3.. The owner of a:ny property so assessed may, at any time prior <br />to certification of the assessment to the County Auditor as herein <br />provided, pay the whole of the assessment against any parcel with <br />interest accrued to the date of payment to the Village Treasurer and <br />immediately, at any time thereafter, pay to the County Treasurer the <br />entire amount of the assessment remaining unpaid with interest <br />accrued to December 31 of the year in which such payment is made. <br /> <br />4. The Clerk shall forthwith transmit a certified duplicate of <br />this assessment to the County Auditor to be extended on the proper <br />tax lists of the County, and such assessments shall be collected and <br />paid over in the same manner as other municipal taxes. <br />
