417 VILlAGE COUNCIL OF ROSE'"VILLE Regular Meeting Tuesday, December 1, 1953, 2:00 P.M. The Village Council met on the above date with the following members present: Willmus, Carlson, Membrez, Hælli~ersten, and Milner Carley, Village Engineer and Ira Karon, Village Attorney, were also present. The meeting was called to order by Acting President Membrez as Mayor Connor was not present. WillnlUs moved, Carlson seconded, that the minutes of the last regular meeting be accepted as they appeared in the copies mailed to the members of the Council as corrected. Roll call Ayes-(4) Nayes-(O). Clerk read the Engineer's report on the assessment of Roma Avenue which has been published. Harumersten moved, seconded by Membrez, the adoption of the assessment be approved according to the formal resolution provided by the Village Attorney as below. Roll call Ayes~(4) Nayes-(O). Roma Avenue Assessment WHERF~, pursuant to proper notice duly given as required by law, th the Council has made and held a hearing upon the proposed assessment for the improvement of Roma Street between the west line of Dunlap Street and the east line of Fernwood Street by the grading thereof, and WHEREAS, no objections were made to the proposed assessment, NOW THEREFORE, Be it resolved by the Village Council of Roseville, Minnesota: 1. Such proposed assessment, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands named therein, and each tract of land therein included is hereby found to be benefited by the proposed improvement in the amoun.t of the assessment levied against it. 2. Such assessment shall be payable in equal annual installments extending over a period of ten years, the first of the installments to be payable on or before October 15, 1955. Any deferred install- ments shall bear interest at the rate of five (5%) percent per annulIl from the date of the adoption of this assessment resolution.. To the first installment shall be added interest on the entire assessment from the date of this rE!solution at the rate of five (5%) percent per annUID4 To each subsequent instal11llent when due shall be added interest for one year on all unpaid installments. 3.. The owner of a:ny property so assessed may, at any time prior to certification of the assessment to the County Auditor as herein provided, pay the whole of the assessment against any parcel with interest accrued to the date of payment to the Village Treasurer and immediately, at any time thereafter, pay to the County Treasurer the entire amount of the assessment remaining unpaid with interest accrued to December 31 of the year in which such payment is made. 4. The Clerk shall forthwith transmit a certified duplicate of this assessment to the County Auditor to be extended on the proper tax lists of the County, and such assessments shall be collected and paid over in the same manner as other municipal taxes.
