RCA Attachment A <br />164 perceived impact on backyard privacy of a new street being built too close to an existing rear lot line, <br />165 staff spent this short time focused on the question of how to quantify “too close,” which led to the <br />166 proposed amendment staff forwarded to the Planning Commission for consideration. <br />167 Given the additional time to consider how best to address the undesirable qualities of through lots and <br />168 the Planning Commission’s discussion, however, staff would suggest consideration of a different <br />169 approach to an amendment. Rather than focusing on some minimum separation between existing lots <br />170 and a proposed new street, Planning Division staff has arrived at the perspective that robust screening is <br />171 much more important. Adequate screening can eliminate the privacy concerns more effectively and <br />172 efficiently than increasing the distance by some arbitrary amount, although additional separation might <br />173 also be a function of this approach, which could look like the following. <br />174 The Definition: <br />175 An interior lot having a pair of opposing lot lines along, and access to, two more or less parallel public <br />176 streets, or a corner lot having streets on at least three sides, with access to at least two of those streets <br />177 that are more-or-less parallel. <br />178 The Regulations: <br />179 a.Through lots, as defined in Title 10, Zoning, shall be prohibited. <br />180 b.Notwithstanding this prohibition, the creation of through lots may be considered where one or <br />181 both of the following circumstances are present: <br />182 i.Topographic or other conditions render subdividing otherwise unreasonable. <br />183 ii.A proposed new street would be substantially in alignment with the existing street network. <br />184 c.If a plat is approved pursuant to the preceding provision, and said plat includes a new street <br />185 which creates one or more though lots of existing residential parcels adjacent to the plat, <br />186 landscaping and fencing shall be installed as may be necessary to mitigate potential noise and <br />187 privacy impacts to the through lot rear yards. <br />188 i.In the case of a private street, such screening shall be installed by the developer in a platted <br />189 outlot of at least 20 feet in width between the rear line of such through lot(s) and the adjacent <br />190 street, and shall be maintained by an association of property owners along the private street. <br />191 ii.In the case of a public street, additional right-of-way shall be dedicated as may be necessary <br />192 to accommodate the required screening, which shall be maintained by City of Roseville. <br />193 iii.Such screening shall not be required if the new street is located a distance from the other <br />194 more or less parallel street that is equal to or greater than twice the distance necessary to <br />195 meet the minimum area requirement for two hypothetical lots of the minimum required width <br />196 that could be situated between the two streets. <br />197 d.Because through lots have access to streets at the front and back, vehicular access to such lots <br />198 shall be gained from the roadway of lower functional classification or as otherwise approved by <br />199 the City Engineer. <br />200 P OLICY O BJECTIVE <br />201 Develop programs and policies to encourage the redevelopment of housingstock in a way that maintains <br />202 or enhances the integrity of existing neighborhoods. <br />203 B UDGET I MPLICATIONS <br />204 none <br />PROJ0042_Amdt1_ThroughLots_RCA_20200928 <br />Page 5 of 6 <br />Page 5 of 9 <br /> <br />
