REQUEST FOR COUNCIL ACTION <br />Date: October 19, 2020 <br />Item No.: 7.c <br />Department ApprovalCity Manager Approval <br />Item Description:Discussion Regarding Zoning Code Update <br />1 B ACKGROUND <br />2 The City of Roseville’s 2040 Comprehensive Plan was authorized by the Metropolitan Council on <br />3 April 22, 2020and subsequently adopted by the Roseville City Council on May 4, 2020. In order to <br />4 ensure consistency across the 2040 Comprehensive Plan, Zoning Code and official Zoning Map, the <br />5 City must now undertake certain amendments to its Zoning Code and official Zoning Map. Prior to <br />6 commencing this process, City staff is seeking input from the Planning Commission and City Council <br />7 on a draft Scope of Work. The draft Scope of Work aims to outline all amendments that are already <br />8 known to be necessary, with such amendments outlined in two parts: 1) those that are required to <br />9 ensure consistency across the 2040 Comprehensive Plan’s Future Land Use Map and the official City <br />10 Zoning Map, and 2) various revisions that could and/or shouldbe undertaken to help the City <br />11 accomplish other goals unrelated to the Zoning Map, as well as other housekeeping items that have <br />12 materialized in recent years. It should be noted, the revisions outlined in Section One of the draft <br />13 Scope of Work are associated with the City’s legal obligation to ensure our official Zoning Map does <br />14 not conflict with our Future Land Use Plan map, hence these amendments are given greater priority in <br />15 terms of completion. <br />16 <br />17 A detailed discussion regarding every item noted in the draft Scope of Work is not necessary at this <br />18 time being every item will be back before the PlanningCommission and City Council for an in-depth <br />19 discussion prior to implementing any revisions to the Zoning Code. Rather, the Scope of Work is <br />20 intended to provide the guardrails under which a consultant will operate, and which will help ensure <br />21 the most competitive priceto complete the work. <br />22 <br />23 The Planning Commission discussed the draft Scope of Work on October 7, 2020. The Planning <br />24 Commission’s feedback are incldued in the minutes from that meeting as Attachment B. Before <br />25 engaging with consultants and finalizing the Scope of Work, staff seeks input from the City Council. <br />26 Before commencing any work in regards to the items listed in the Scope of Work, staff will bring back <br />27 for Council consideration a Professional Services Agreement in regards to a consultantselection, with <br />28 the Scope of Work becoming a part of that Professional Services Agreement. A rough timeline is <br />29 outlined in the draft Scope of Work, although that timeline may get pushed out a couple of weeks <br />30 depending on how much time it takes to obtain responses from consultants. <br />31 P OLICY O BJECTIVE <br />32 Toensure the City’s Zoning Code and official Zoning Map are in compliance with the City’s 2040 <br />33 Comprehensive Plan. <br />Page 1of 2 <br /> <br />
