REQUEST FOR COUNCIL ACTION Date:October 12, 2002 Item No.:7.d Department Approval City Manager Approval Item Description: Consider responding to a request to provide fire protection services to the City of Falcon Heights 1 B ACKGROUND 2 The City of Falcon Heights has recently sent out letter to surrounding municipalities stating that they 3 are exploring options for fire protection and emergency response services in their community. The 4 letter is included as Attachment A. 5 As the City Council knows, Roseville currently provides administrative services and general 6 oversight of the Falcon Heights Fire Department under a one-year contract that will expire on 7 December 10, 2020. This arrangement was meant to temporarily assist the Falcon Heights Fire 8 Department as they went through a leadership transition as the City of Falcon Heights determined 9 the structure of its Fire Department. 10 The Roseville City Manager and Fire Chief have reviewed the request by the City of Falcon Heights 11 and have determined that Roseville could provide the services requested and meet the criteria 12 outlined in the request for information. Staff has also determined that providing fire protection and 13 emergency response to the residents and businesses of Falcon Heights will notnegativelyimpact the 14 level or timeliness of services to Roseville residents and businesses. It should also be noted that a 15 potential contract with Falcon Heights would not include responding to medical calls, as Falcon 16 Heights already has a contract for those services with the City of St. Paul. However, before 17 responding to Falcon Heights, staff would like to have a conversation with the City Council to 18 determine if there is support for Roseville potentially providing fire and emergency services to 19 Falcon Heights. 20 P OLICY O BJECTIVE 21 Providing fire protection services and emergency response to the residents and businesses of Falcon 22 Heights will provide additional services and protection for the community and leverage existing 23 resources in a shared services model and bring in additional revenue for the City of Roseville. 24 B UDGET I MPLICATIONS 25 At this time, no determination has been made regarding what Roseville would charge to provide the 26 fire and rescue services to Falcon Heights. If Roseville responds to the letter of interest and Falcon 27 Heights decides to seek proposals, an analysis will be done to determine what the city would charge 28 to provide the services for given the parameters in the request for proposals.
