REQUEST FOR COUNCIL ACTION <br />Date:October 12, 2002 <br />Item No.:7.d <br />Department Approval City Manager Approval <br />Item Description: Consider responding to a request to provide fire protection services to the City <br />of Falcon Heights <br />1 B ACKGROUND <br />2 The City of Falcon Heights has recently sent out letter to surrounding municipalities stating that they <br />3 are exploring options for fire protection and emergency response services in their community. The <br />4 letter is included as Attachment A. <br />5 As the City Council knows, Roseville currently provides administrative services and general <br />6 oversight of the Falcon Heights Fire Department under a one-year contract that will expire on <br />7 December 10, 2020. This arrangement was meant to temporarily assist the Falcon Heights Fire <br />8 Department as they went through a leadership transition as the City of Falcon Heights determined <br />9 the structure of its Fire Department. <br />10 The Roseville City Manager and Fire Chief have reviewed the request by the City of Falcon Heights <br />11 and have determined that Roseville could provide the services requested and meet the criteria <br />12 outlined in the request for information. Staff has also determined that providing fire protection and <br />13 emergency response to the residents and businesses of Falcon Heights will notnegativelyimpact the <br />14 level or timeliness of services to Roseville residents and businesses. It should also be noted that a <br />15 potential contract with Falcon Heights would not include responding to medical calls, as Falcon <br />16 Heights already has a contract for those services with the City of St. Paul. However, before <br />17 responding to Falcon Heights, staff would like to have a conversation with the City Council to <br />18 determine if there is support for Roseville potentially providing fire and emergency services to <br />19 Falcon Heights. <br />20 P OLICY O BJECTIVE <br />21 Providing fire protection services and emergency response to the residents and businesses of Falcon <br />22 Heights will provide additional services and protection for the community and leverage existing <br />23 resources in a shared services model and bring in additional revenue for the City of Roseville. <br />24 B UDGET I MPLICATIONS <br />25 At this time, no determination has been made regarding what Roseville would charge to provide the <br />26 fire and rescue services to Falcon Heights. If Roseville responds to the letter of interest and Falcon <br />27 Heights decides to seek proposals, an analysis will be done to determine what the city would charge <br />28 to provide the services for given the parameters in the request for proposals.
