REQUEST FOR COUNCIL ACTION <br />Date: October 26, 2020 <br />Item No.: 9.d <br />Department Approval City Manager Approval <br />Item Description: Approve Agreement for Maintenance of Traffic Signal with Ramsey County <br />1 B ACKGROUND <br />rd <br />2 On July 13, 2020, the City Council approved a public improvement contract for the Twin Lakes 3 <br />3 Addition development. As part of that contract the developer will install new turn lanes on County <br />4 Road C for the development as well as a new signal system at the intersection of County Road C and <br />5 Herschel Street. All cost for the public improvements including installation of the new signal system <br />6 are paid by the developer. <br />7 The new signal system will be owned by Ramsey County. The City has worked with Ramsey <br />8 County to develop an agreement for maintenance of the signal system (Attachment A). <br />9 Per the agreement, the City is responsible for providing electricity to the signal system and any costs <br />10 to the EVP system. The City will also be responsible for street light maintenance on the system and <br />11 any painting of the signals, if needed. <br />12 The County will be responsible for signage on the system, the battery backup, relamping and <br />13 cleaning. The County will be responsible for timing of the signal light and maintenance of the EVP. <br />14 P OLICY O BJECTIVE <br />15 It has been the City’s policy to manage and maintain the street infrastructure which achieve the <br />16 lowest overall cost to the City over time. This agreement is consistent with those goals. <br />17 F INANCIAL I MPACTS <br />18 There isno change in the costs for the maintenance of traffic signals with the new agreement.
