REQUEST FOR COUNCIL ACTION <br />Date: October 26, 2020 <br />Item No.: 7. <br />Department Approval City Manager Approval <br />Item Description: Conduct Community Engagement Assessment <br />1 B ACKGROUND <br />2 The Human Rights, Inclusion and Engagement commission brought forward a recommendation as <br />3 part of their Engagement project recommending Council, key staff and key commissions conduct an <br />4 annual community engagement assessment. <br />5 <br />6 The assessment is produced and developed by Nexus Community Engagement Institute. The <br />7 purpose of the assessment is to determine where there is agreement, disagreement and/or any tension <br />8 as it relates to the city’s community engagement efforts. It can be used to assess where strengths and <br />9 weaknesses lie, and it serves to begin a conversation as well as deepen conversations already <br />10 occurring surrounding city engagement efforts. <br />11 <br />12 P OLICY O BJECTIVE <br />13 One of the city’s Policy Priorities is to create a community engagement toolkit. As part of that, an <br />14 assessment of current engagement efforts is appropriate. <br />15 <br />16 R ACIAL E QUITY C ONSIDERATIONS <br />17 Civic engagement should include strategies to make sure that all voices in a community are heard as <br />18 part of inclusive decision-making. These strategies can increase the extent to which residents are <br />19 able to influence or control decisions that affect their lives.Traditional engagement activities and <br />20 communication channels have historically not reached all residents, and in particular specific <br />21 segments of our population, including people of color. <br />22 <br />23 B UDGET I MPLICATIONS <br />24 There are no budget impacts to conduct the assessment. <br />25 <br />26 S TAFF R ECOMMENDATION <br />27 Conduct the Community Engagement Assessment individually, and then collectively as a whole. <br />28 Document the consensus on where the City Council views community engagement in general as it <br />29 relates to the city’s efforts. Use this as a benchmark and evaluation tool. <br />30 <br />31 R EQUESTED C OUNCIL A CTION <br />32 Conduct the Community Engagement Assessment individually, and then collectively as a whole. <br />33 Document the consensus on where the City Council views community engagement in general as it <br />34 relates to the city’s efforts.
