REQUEST FOR COUNCIL ACTION <br />Date:October 26, 2020 <br /> Item No.: 7.d <br />Department Approval City Manager Approval <br />Item Description: Receive Metro-INET Joint Powers Authority Update <br />1 B ACKGROUND <br />2 Currently the City of Roseville provides information technology (IT) services to 43 other local <br />3 governmental agencies. The City first began providing IT services in 1999 and since that time this <br />4 collaboration has evolved to what is Metro-INET today. <br />5 <br />6 On March 16, staff presented an update to the City Council on the efforts to transform Metro-INET <br />7 from a Roseville operation to joint powers authority model. (Attachment A). From that meeting, the <br />8 City Council indicated a desire to pursue evolving Roseville’s Metro-INET to a joint powers <br />9 authority. <br />10 As this work and conversation began with the members of Metro-INET, the world was plunged into <br />11 the COVID-19 pandemic. As a result, many months were lost as Metro-INET members dealt with <br />12 the pandemic in their community and its impact on their organizations. <br />13 Nevertheless, the governing boards of all but one member have now indicated a desire to move the <br />14 Metro-INET model to a joint powers authority. (The City of Oakdale is still considering the matter). <br />15 A working group of six members, along with Metro-INET staff, have been working with Attorney <br />16 Jim Strommen of Kennedy and Graven to craft the draft joint powers agreement which will need to <br />17 be ratified by each Metro-INET member. It is anticipated that the draft agreement will be available <br />18 in two weeks for review by each member’s attorney. The plan is still to have as many member City <br />19 Councils and Boards approve the joint powers agreement by the end of the year, but given the short <br />20 time remaining this year, it is more likely the approvals by all members will not be completed until <br />21 the first couple of months in 2021. <br />22 Once the member approvals are completed, Metro-INET will constitute itself and begin the process <br />23 of transition from a City of Roseville enterprise to a joint powers authority. One of the first actions <br />24 the Metro-INET Board will need to take is to hire an Executive Director to assist the Board in the <br />25 transition. It is expected that it will take all of 2021 to fully transition Metro-INET, including having <br />26 the City of Roseville IT staff become employees of the Metro-INET joint powers authority. <br />27 Additional information about the process is included in the Metro-INET joint powers agreement <br />28 transition plan included as Attachment B. <br />29 The next step in the process for Roseville will be the consideration of the Metro-INET joint powers <br />30 agreement, which is currently scheduled for City Council consideration on December 7, 2020. <br />Page 1 of 2 <br /> <br />
